Description
The FAA is seeking competent and qualified general contractors to perform all work associated with constructing the airport surface surveillance capability (ASSC) remote unit (RU) sites at Kansas City International Airport in Kansas City, Missouri. Work will include, but not be limited to the following: 1. Install reinforced concrete pole/tower foundations with embedded conduit sweeps and associated excavations, rebar, form work and concrete placement. 2. Install one 80-foot high mast mono pole including all related electrical work. 3. Install two wall-mounted antenna rail mast systems on existing walls. 4. Install outdoor electrical equipment support stands or H-frames consisting of three 4 diameter galvanized conduit post )fence-like) with rows of attached mounting (Unistrut-type) channels for electrical boxes. 5. Install underground utility duct banks. 6. Installation of security fence and related grounding at one RU location. 7. Installation of utility concrete electrical hand holes for power and control. 8. Medium-voltage electrical to include trenching between KCP&L splice location and transformer location. 9. Installation of lightning protection system. The contractor will be required to provide all labor, materials, supplies, and equipment (except Government furnished) to perform this work in accordance with the specifications and drawings as well as with all local, state, and federal laws. This is NOT a Screening Information Request (SIR) or Request for Proposal (RFP). Work will be done on an operational airport and the contractor shall comply with all procedures, rules and regulations of the facility authorities including limitations on equipment, allowable work hours, and other issues to ensure uninterrupted operations. All work shall be in accordance with the plans and specifications. 1. This project is set-aside for Small Business Concerns to all General Contractors. 2. The North American Industry Classification System (NAICS) is 236220, Commercial and Institutional Building Construction contractors. The small business size standard is $33.5 million. 3. The project magnitude is estimated to be between $1,000,000 and $5,000,000. 4. A mandatory site visit will be required. The date, time, location, and point of contact will be provided with the solicitation package. 5. The contractor receiving award is expected to perform at least 15% of the work utilizing their own employees. 6. Contractors must have an active registration in System Award Management (SAM) before award can be made. Contractors can register at www.sam.gov/. AN OFFEROR MUST MEET THE FOLLOWING GO/NO-GO CRITERIA IN ORDER TO RECEIVE A SOLICITATION PACKAGE: a. Using the Past Experience/History form (Attachment No. 1), provide a listing of at least 3 past or current navigational aid infrastructure installation contracts/projects your firm performed for construction efforts, in the same size ($1,000,000 to $5,000,000) and scope of this project. Contracts/projects must be either in process or within the last 5 years. Scope is described above. Similar work must include work performed on active airports or military installations. Offeror shall identify the contracting agency, (FAA, Other Federal, State, local governments, and private). You must provide the contract number or project identifier, which includes a point of contact and phone number. b. Complete and return the Business Declaration form (Attachment No. 2). c. Complete and return the Security Notice to Prospective Offerors (Attachment No. 3) The information provided will also be used as part of the responsibility determination. FAILURE TO SUBMIT ALL REQUIRED INFORMATION WILL DEEM THE REQUEST FOR SOLICITATION AS NON-RESPONSIVE.
