- Sole Source Justification 170026_GFP List This combined synopsis and solicitation is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. It is understood that FBO is the single point of entry for posting of synopsis and solicitation to the internet. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This synopsis/solicitation will be open for less than 30 days, in accordance with FAR 5.203(b). Request for Quotation (RFQ) number is N66604-17-Q-0026. The North American Industry Classification Systems (NAICS) code for this requirement is 334511. The Small Business Size Standard is 1,250 employees. This action is being processed as unrestricted (sole source). The NUWCDIVNPT Office for Small Business Programs concurs with the determination. NUWC Division Newport intends to award a sole source, firm-fixed price contract to OceanServers Technology, Inc. for the following: CLIN0001: IVER II Antenna Mast (p/n: 42-02042-00), Quantity 1 CLIN0002 : IVER II 150 Watt, 18 Volt power supply (p/n: PS150AUV), Quantity 1 CLIN0003 : IVER II Variant of Field Rugged Operator Console-M (Getac WIN 10 64-bit Pro), Quantity 1 CLIN0004: IVER II Base WiFi Box, Quantity 1 CLIN0005: IVER II Single Battery Pack (New Condition), Quantity 1 CLIN0006: IVER II Upgrade/Repair (test, installation, validation and one-year limited warranty on new parts installed), Quantity 1 CLIN0007: IVER II Primary CPU with SSD (Processor Upgrade to 1.6hz Intel Atom Low Power CPU with Windows Embedded, 64 GB IDE Solid State Drive), Quantity 1 CLIN0008: IVER II UHMW Kort Nozzle with 4 Brackets, Quantity 1 CLIN0009: IVER II Magnetic Barrier Prop Seal Assembly, Quantity 1 CLIN0010: IVER II 6 Beam Doppler Velocity Log (DVL) with ADCP (p/n: 42-01017-00), Quantity 1 The Government will provide Government Furnished Property as listed in the attachment: "170026_GFP List". OceanServer Technology, Inc. is the original equipment manufacturer (OEM) of the custom modified OceanServer IVER II unmanned underwater vehicle (UUV). As such, OceanServer Technology, Inc. is the only known vendor that has both the proprietary parts and the capability to perform the required maintenance upgrade of the custom IVER II asset given the long period of inactivity (see attached document: "Sole Source Justification"). Without the maintenance upgrade the IVER II is inoperable, which could hinder several projects that require the use of the UUV to serve as a display for current and future underwater threats. Furthermore, the costs associated with purchasing a new UUV greatly outweigh the cost of upgrading the current vehicle to a minimum operating capability to meet the Government's minimum requirement. All other timely offers will be considered. Offers shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), contractor cage code, and contractor DUNs number. Quotes received after the closing date and time specified will be ineligible for award. Required delivery is 16 Weeks after Receipt of Order (ARO). F.O.B. DESTINATION, Naval Station Newport, RI 02841. Incorporated provisions and clauses are those in effect through the current Federal Acquisition Circular. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-2, Evaluation - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. In accordance with DFARS Clause 252.211-7003 the contractor shall provide a unique item identifier (UID) for all delivered items for which the Governments unit acquisition cost is $5,000.00 or more. Additional terms and conditions: Defense Priorities and Allocations System (DPAS) rating is DO-C9. The Government has determined that this procurement is an exception to the Electronic and Information Technology (EIT) Accessibility Standards (36 C.F.R. § 1194). Notwithstanding that an exception exists, the Contractor may furnish items or services provided under this contract that comply with the EIT Accessibility Standards (36 C.F.R. § 1194). This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Offers must be received on or before 11 October 2016 at 2:00PM EST.
