Description
This solicitation number replaces W911S0-16-R-0009. The Mission and Installation Contracting Command (MICC) - Fort Eustis located at Fort Eustis, VA anticipates issuing a Request for Proposal (RFP) for Asymmetric Warfare Group (AWG) Operation Support for the U.S. Army Training and Doctrine Command (TRADOC) located primarily at Fort Meade, MD. The AWG provides observation, analysis, training, and advisory support to Army and Joint Force units in order to enhance their capabilities to predict, mitigate, counter, and defeat asymmetric threats and methods. The goal of AWG is to improve the Asymmetric Warfare (AW) capabilities of the U.S. Army at the operational and tactical levels throughout the full spectrum of conflict. AWG enhances the capabilities of U.S. units by making them faster and more adept at identifying and attacking enemy vulnerabilities, and by preparing them for a broader spectrum of threats. The AWG serves as experts in AW; providing direct support to the Joint Improvised Explosive Device Defeat Organization (JIEDDO); conducting predictive modeling and trend analyses concerning global asymmetric threats; conducting trend analyses and producing predictive models on specific threats confronting supported units; deploying, integrating, coordinating, and executing battle command of assigned and attached forces; assisting supported combatant commanders to develop and maintain the AW Joint Common Operational Picture (JCOP); conducting advisory Continental United States (CONUS) and Outside Continental United States (OCONUS) training for in-theater or pre-deployment forces; supporting identification, development, and accelerated integration of lessons-learned, Tactics, Techniques and Procedures (TTP), and countermeasure technologies; establishing linkages with all internal, combatant command, and national intelligence agencies, as well as intelligence sources and centers. Under the resulting contract, the Contractor shall support the U.S. Army Training and Doctrine Command (TRADOC) AWG in a wide variety of efforts. The Contractor shall ensure all projects maintain consistency with each other and no duplication of effort exists within the program. The Contractor shall support AWG in executing its mission to improve the AW capabilities of the U.S. Army and provide support and services to AWG in the following specific areas: (1) AWG Headquarters (2) Operations (3) Training, Advisory and Assessment (4) Concepts Integration (5) AWG Facilities at Fort A.P. Hill The requirement will be solicited on a restricted competitive basis as a Service Disabled Veteran Owned Small Business (SDVOSB). The Government anticipates awarding a cost plus fixed fee (CPFF) contract with contract line item numbers (CLINs) for travel and other direct costs (ODCs). The Government reserves the right to award one or no contracts as a result of the solicitation depending on what is determined to be in the best interest of the Government. The period of performance is a one-year base period (to include a 60-day phase-in) and three (3) 12-month option periods. Please note, this is NOT a RFP ; only a Presolicitation Notice. Solicitation number W911S0-17-R-0002 will be issued on or about October 26, 2016. All offers shall be provided as specified in the solicitation.
