Description
MIL-DTL-25576E 14 April 2016 specifications Introduction: This is a Sources Sought Notice issued by the Defense Logistics Agency (DLA) Energy-Aerospace Energy, San Antonio, Texas. This is NOT a Request for Proposal. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future procurement. The Government will not reimburse respondents for any cost associated with the submission of information being requested or reimburse expenses incurred to the interested parties for responses. This notice issued by Aerospace Energy, is to identify potential sources and solicit industry to express their capability and interest to provide all of the product, materials, supplies, management, tools, equipment and labor necessary for the production and delivery of both grades of Rocket Grade Kerosene (RP-1 and RP-2). The requirement for RP fuel is expected to result in a five-year base contract which may or may not have multiple additional one-year options and extension provisions. Contract period of performance start on or about 1 May 2018. In order to help determine acquisition strategy Aerospace is seeking industry responses to the following capability questions: •(1) Can you produce RP-1 and RP-2 that meets ALL the stated requirements in the attached MIL-DTL-25576E? •(2) If we required, you to submit a sample of RP-1 or RP-2 to a U.S. Government lab to validate that you can produce product to meet our MIL-DTL-25576 would you submit the sample(s)? •(3) Do you have the laboratory analysis capability to confirm product quality meets specification requirements? Would you use an on-site lab for analysis or a contract lab? •(4) Can you produce bulk quantities of RP-1 to meet an annual estimated requirement of 300,000 gallons per year? •(5) We have a potential emerging requirement for RP-1 that would be substantial if it materializes. It may require production of bulk quantities of RP-1 to meet an annual estimated requirement of 2,800,000 gallons of RP-1 per year, could you meet that production requirement? •(6) If our larger RP-1 requirement materializes and we require 2,800,000 gallons per year vice 300,000 gallons per year do you need time to make capital improvements your production facility to meet the larger requirement? If so, how much time? •(7) Can you produce bulk quantities of RP-2 to meet an annual estimated requirement of up to 12,000 gallons per year? •(8) For smaller quantity requirements do you have capability to drum (including providing the drums) RP-1 or RP-2? •(9) Do you have the capability to ship product FOB destination direct delivery to CONUS customers using your own shipment containers? •(10) If you can use your own shipping containers for FOB destination shipments what type and size container would you use? Would the container be in dedicated RP hauling service? •(11) For fob destination shipments using your containers would you propose a delivered product unit price that includes the cost of product fully encumbered with transportation and shipping costs to the customer location? •(12) For spike requirements that may require a customer location to receive 3 to 5 trucks a day to show up at the same time for offloading could you support that? •(13) Capability for a potential Federal Government Contract, your company must be registered in the System for Award Management (SAM): https://www.sam.gov/portal/SAM#1. Is your company registered in SAM, and if so, what is your company's cage code and Duns#? If your company is not registered in SAM, would you be willing to register in the SAM system? Information Submission Instructions: All capability statements sent in response to this Sources Sought Notice should be submitted to Roman R. Bernal, Contracting Officer, roman.bernal@dla.mil and Maria Ng, Contracting Officer, Maria.Ng@dla.mil. All responses must be received by COB 31 Oct 2016. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. Respondents will be added to the prospective offerors list for any subsequent solicitation. However, responses to this notice will not be considered adequate responses to a solicitation.
