Description
Special Notice Request for Information Only The Department of Veterans Affairs, NCO20 is looking for Small business and certified Service Disabled Veteran Owned Small Business (SDVOSB) & Veteran Owned Small Business (VOSB) sources of the following: DNA Collection kits for the acquisition of clinical samples that will be returned to the company for DNA Sequencing. Please see the below Statement of Work (SOW) This is not a request for competitive quotes; however, any firm that believes it can meet these requirements, please written notification to the Contracting Officer within 4 days from the date of the publication of this notice. SDVOSB or VOSB must be certified and verified in the VetBiz website. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Only authorized representatives of the manufacturer will be considered and Equipment must be new, no used or refurbished equipment accepted. Vendor must be CAP and CLIA certified lab. Responses are due by 10/11/2016 6:00 pm EST. The North America Industry Classification System Code (NAICS) is 325413 & 621511. Identification of DNA Repair Deficient Prostate Cancer through Germline Screening 3. Background. Inherited DNA repair deficiency leading to the lethal form of prostate cancer has been recently recognized as a more frequent event than anticipated in metastatic prostate cancer (Pritchard, New England Journal of Medicine). At present it is difficult and has not become standard of care to perform germline sequencing, even though this might provide men who carry a diagnosis of metastatic prostate cancer with better treatment options (platinum agents, PARP inhibitors). This project will screen men with metastatic prostate cancer in the VA Puget Sound for germline (inherited) DNA repair deficiency. They can then receive either standard of care or research approaches specifically targeting this type of cancer. Anticipate that about 15-20 of the patients who come through the genitourinary oncology clinic each month will be eligible for testing. Approximately, 180 per year testing are required and possibly more as funding allows. The contract with cost efficient vendor to optimized grant funding. The quality of the assay must be confirmed with VA scientist. 4. Scope. The germline screening effort will be performed at VA Puget Sound only. 5. Specific Tasks. Task 5 - Perform germline sequencing of men from VA Puget Sound who carry a diagnosis of metastatic prostate cancer 1.Provide test kits for acquisition of samples in the clinic at VA Puget Sound 2.Sequence DNA acquired through saliva samples from men with metastatic prostate cancer at VA Puget Sound at the vendor's laboratory 3.Return results to the Principal Investigator of the study Deliverables: DNA testing kits, DNA sequencing results 6. Performance Monitoring The contractor's timely performance of requested sequencing will be monitored by the principal investigator, Dr. Montgomery. In the event that results are not delivered in a timely manner (within two months of sample submission) the contract will be reviewed. 7. Security Requirements Security requirements are covered by the associated Institutional Review Board (IRB) application approval 8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). None 9. Other Pertinent Information or Special Considerations. The contractor must be CAP and CLIA certified lab that provides genetic testing for 30 different cancer-related genes (APC, ATM, BAP1, BARD1, BMPR1A, BRCA1,BRCA2, BRIP1, CDH1, CDK4, CDKN2A (p14ARF andp16INK4a), CHEK2, EPCAM, GREM1, MITF, MLH1, MSH2,MSH6, MUTYH, NBN, PALB2, PMS2, POLD1, POLE, PTEN,RAD51C, RAD51D, SMAD4, STK11, and TP53). The kit must be contains instructions and vial with preservative for a saliva sample which can be shipped either to the doctor or the patient and easily returned to the company. DNA collection kit includes genetic counseling as part of the testing service. a. Identification of Possible Follow-on Work. Additional studies may utilize germline testing for men with prostate cancer at VA Puget Sound beyond one year. b. Identification of Potential Conflicts of Interest (COI). There is no conflict of interest c. Identification of Non-Disclosure Requirements. Covered by Institutional Review Board (IRB) approval documents d. Packaging, Packing and Shipping Instructions. Contractor will provide kits and mailing materials for submission of samples (Saliva or Cheek swab) to Contractor's laboratory. e. Inspection and Acceptance Criteria. See Performance Monitoring above. 10. Risk Control The security control for PHI, tracking access (BAA), tracking identification for patient information. The contract work is not performed at VA Puget Sound. 11. Place of Performance. At Seattle VA Medical center will have DNA collection kit. The sequencing of germline DNA will take place at contractor's laboratory. 12. Period of Performance. Base plus and 4 option year. 13. Delivery Schedule. "Deliverable Title - DNA collection kits and subsequent DNA sequencing "Calendar Days After Contract Start - This is to be an IDIQ contract with an estimated dollar limit per contract year. Kits will be ordered and processed as needed with the yearly contract to run one year from date of award.
