Description

This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. Please review the draft requirement below. VA may not reply directly to each question during the RFI stage, but may consider any information provided from this RFI during the final development of the requirement. VA may contact individual respondents at its discretion. Please respond no later than October 14, 2016 addressing the questions below. Email response to Ty Senour at ty.senour@va.gov. Please do not submit general marketing information or capability statements. a.Provide a summary of your technical capability to meet the requirements. This should be limited to no more than 2 pages. Please include your business size under NAICs 541990. Small businesses should also include information as to: 1)the intent and ability to meet set-aside requirements for performance of this effort, if applicable 2)SDVOSBs must indicate whether at least 50% of the cost of labor is planned to be expended for prime employees or employees of other eligible SDVOSB firms. This should also include the prime planned percentage and if under 50%, the names of the potential team members that may be used to fulfill the 50% SDVOSB requirement. SPECIFIC TASKS AND DELIVERABLES The contractor shall provide onsite and/or offsite closed captioning services for meetings, training, and special events, sometimes on short notice. As requested, a transcript of will be needed of these meetings, training, and special events. Period Performance The period of performance is 1/1/2017 to 12/31/2017, to possibly include up to four option years. Any work at the Government site shall not take place on Federal holidays or weekends unless directed by the Contracting Officer (CO). Services will be required on an as-needed basis, and may not always be scheduled in advance. PLACE OF PERFORMANCE Tasks under this PWS shall be performed in VA facilities located the Austin Information Technology Center at 1615 Woodward Street, Austin TX At and other locations in the local Austin area as needed. The services will be needed for meetings, training, and special events. Work may be performed at remote locations with prior approval of the Contracting Officer's Representative (COR).
