THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATIONS OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. RESPONSES ARE STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPER IDENTIFIED INFORMATION The U.S. Army Corps of Engineers (USACE), Memphis District is issuing a Sources Sought Announcement for Community Site Preparation for the installation of Mobile Housing Units (construction site preparation in the form of MHU pads, driveways, sidewalks, roads, utility preparation) of various sizes and various parishes affected by the recent flooding in Louisiana. The purpose of this synopsis is to gain knowledge of interest within the local area the capabilities and qualifications of various members of industry in the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Native-American-Owned Small Businesses, Women Owned Small Business and Service-Disabled Veteran-Owned Small Business (SDVOSB) firms in accordance with the Robert T. Stafford Disaster Relief Emergency Assistance Act 42 U.S.C. 5150), which provides a preference for local organizations, firms, and individuals when contracting for major disaster or emergency assistance activities. See Attachment B for a map detailing the affected area as defined by the Federal Emergency Management Agency. This notice is for market research for group site preparation for mobile housing unit installation. See attached SOW for an example of requirement. This contempated site is located within the affected area as defined by FEMA declaration 4277. This site is located in Livingston Parish, up to 102 units placed in a phased approach in two 30-day phases. This project would be for site preparation ONLY, to include tie-in to utilities, to include grading, sewer, electric and water. Each MHU will be individually-metered. The contemplated site size is approximately 90 acres, on a low-to-medium flood risk area, located off of Black Mud Road, located near a landfill. Interested firms should submit a capabilities package to include the following: (a) Business classification (i.e. HUBZone, etc.), (b) A proof of bonding (c) What type of equipment would be utilized for this project? (d) Stafford Act Eligibility (e) Firms must submit experience in performing work requirements stated above. This experience must have been performed within the last five years. Responses are due by October 8, 2016. All applicable information should be sent via email to Matthew Urbanic at Matthew.S.Urbanic@usace.army.mil. All documentation submitted is limited to ten (10) pages. Interested firms shall provide the above documentation in one original form. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this market survey notice will be used to determine the appropriate acquisition strategy for the solicitation. The supplies or services to be procured in this solicitation are classified under NAICS 237990. This estimated cost of the proposed work is between $1,000,000.00 to $5,000,000.00. Offerors must be registered with the System for Award Management (SAM), including the NAICS code they are bidding under, in order to receive a Government contract award.
