- CONCEPTUAL DRAWINGS AG-0261-S-17-0003 Stanley Lake Campground Improvement Project 2017 THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is NOT a solicitation for proposals, proposal abstracts, bids, or quotations. At this time, there are NO COMPLETED PROJECT PLANS OR SPECIFICATIONS AVAILABLE. DRAFT documents will be attached to this announcement. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. The Sawtooth National Recreation Area of the U.S. Forest Service is doing market research to understand the numbers and types of general construction contractors who have the capability and are interested in performing the following construction project. The Stanley Lake Campground Improvement Project is located in the Sawtooth National Recreation Area of the Sawtooth National Forest, Custer County, Idaho. From Stanley, Idaho proceed west approximately 4.5 miles on Idaho State Highway #21 to the intersection with Forest Road 70455. Turn left onto Forest Road 70455 and proceed approximately 3.70 miles to the Stanley Lake Trailhead which is included in the project. From there the project limits include the removal, reconstruction, and construction of all the campgrounds within the Stanley Lake Complex (refer to the Plans to determine the type of work to occur at each campground site). The primary components of the project include the following: Campground removal and restoration (Stanley Lake Inlet Campground) The Stanley Lake Inlet Campground will be decommissioned. All facilities (campsite furniture, picnic tables, toilets, hand-pumps, etc.), and roads will be removed and salvaged where specified. Hand pump will be relocated to Stanley Lake Campground. The existing boat ramp will be closed and replaced with a new facility on the northwest corner of the lake. The wetlands within the existing campground and boat launch will be rehabilitated. Campground renovation and expansion (Stanley Lake and Lakeview Campgrounds) A new campground loop will be added to the existing Stanley Lake Campground on the northeast shore of the lake. This will include 15 new campsites, a camp host site with septic holding tank, drinking water hand pump, toilets, and garbage/recycling station. Campsites will include a tent pad, picnic table, and fire ring. In addition, picnic tables, fire rings, camp pads, parking spurs, toilets, and trails at Lakeview and Stanley Lake campgrounds will be replaced or improved where designated. Boat Launch and Day Use renovation/construction A new boat launch and day use picnic area will be developed in a sustainable location upland and to the north. The existing day-use beach area will remain accessible to the public access through the use of a trail/boardwalk. Boat launch facilities will include a one lane, pre cast concrete plank boat launch supported by one handling dock, a paved boat prep area and parking area for 5 vehicles with trailers, and an accessible concrete vault toilet (SST model). A day use and picnic area will be developed adjacent to the new boat launch. Facilities will include a gravel parking area for 20-25 vehicles and 4 to 6 fully accessible picnic tables and fire rings. Trails and Trailhead construction A non-motorized trail will be constructed using gravel material to connect the campgrounds on the northeast shore to the boat launch, day use area, and beaches on the northwest shore. Where the trail passes through wetlands, openings will be created via culverts or short segments of boardwalk to facilitate water movement and maintain wetland function. All Outdoor Recreation Access Routes (ORAR) will be Trail Class 4 (out of 5) (Highly Developed) 4 to 6 feet wide - including boardwalks. The existing trailhead parking area will be reconstructed to accommodate 5 vehicles with trailers and 20 to 25 single vehicles. The surfacing for the road and parking area shall consist of crushed surfacing. All Facilities All facilities (toilets, picnic tables, fire rings, internal trails, etc.) will be upgraded to meet ADA requirements for accessibility. Hand pump wells will be upgraded to fully accessible models and include accessible paths, as well as concrete pads and casing heights that meet Idaho Department of Environmental Quality standards. PRE-PREBID WALK-THROUGH: Thursday, October 27, 2016 1:00 p.m. Meet at the Stanley Lake Trailhead Parking Lot Interested vendors who are registered in the System for Awards Management (SAM), and possess conventional bonding ability for construction jobs in the $1,000,000 to $5,000,000 range should provide your company information to USDA Forest Service, Attn: Karen Morthland, Contracting Officer, via email to kmorthland@fs.fed.us. All information must be received by the Forest Service no later than November 10, 2016 at 1200 MDT. Technical inquiries may be directed to Shawn Robnett at srobnett@fs.fed.us. Interested vendors should attach informational material about the company including brochures, etc. All information shall be submitted in Word or PDF format, not to exceed 10 pages, including all attachments. Please include in your submission answers to the following: A) Under NAICS Code 237990 - Other Heavy and Civil Engineering Construction, are you a large or small business against the SBA size standard of $33.5 Million, B) If another NAICS code may be applicable, please identify the NAICS in your Capability Statement. C) Is your company certified in a particular socio-economic set-aside category, such as Service Disabled Veteran Owned Business, Woman Owned Business, HUB Zone Owned Business, or 8(a) Business, D) Provide a brief overview of your company experience performing road reconstruction work in the $1,000,000 to $5,000,000 range. (Please highlight any of this work done for the U.S. Forest Service or other land management agencies). E) Provide the disciplines of labor and expertise your company carries "in-house", and the disciplines and trades you normally sub-contract. F) What is your expected capacity to perform this large project between fall of 2017 and fall of 2018? We anticipate this project being available in the spring of 2017; however there is no guarantee or implication of a guarantee that this project will be solicited. Responses to this notice will not be considered adequate responses to a solicitation.
