- Service Contract Act (SCA) Wage Determination Site Plan Performance Based Statement of Work (PWS) SF1449, Schedule of Items, Clauses and Solicitation Provisions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation document AG-05G1-S-17-0031 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005_91 dated 09-30-2016. This is 100 percent set-aside for small businesses under NAICS code 561720 and the small business size standard is $18.0 million. SCHEDULE OF ITEMS: Item No. 001 ; Quantity, 12 Months BASE YEAR PERIOD: 01/03/2017 - 12/31/2017 CONTRACTOR PROVIDED JANITORIAL SERVICES FOR THE REPUBLIC RANGER STATION Item No. 002; Quantity, 12 Months OPTION YEAR PERIOD 1: 01/03/2018 - 12/31/2018 CONTRACTOR PROVIDED JANITORIAL SERVICES FOR THE REPUBLIC RANGER STATION Item No. 003 ; Quantity, 12 Months OPTION YEAR PERIOD 2: 01/03/2019 - 12/31/2019 CONTRACTOR PROVIDED JANITORIAL SERVICES FOR THE REPUBLIC RANGER STATION Item No. 004; Quantity, 12 Months OPTION YEAR PERIOD 3: 01/03/2020 - 12/31/2020 CONTRACTOR PROVIDED JANITORIAL SERVICES FOR THE REPUBLIC RANGER STATION Item No. 005; Quantity, 12 Months OPTION YEAR PERIOD 4: 01/03/2021 - 12/31/2021 CONTRACTOR PROVIDED JANITORIAL SERVICES FOR THE REPUBLIC RANGER STATION DELIVERY: Delivery shall be FOB destination to Republic Ranger District, Colville National Forest. See attached Performance Based Statement of Work for specific building locations. SCOPE OF WORK - GENERAL: See attached performance based statement of work for a complete description of standards, requirements, specifications and quality control. The Contractor shall provide any and all labor, equipment, supplies (except government-furnished), services, permits, and license necessary to perform janitorial services for the Republic Ranger Station. The Contractor shall at all times provide adequate supervision of employees ensuring all work is accomplished in accordance with the terms and conditions of the contract in a manner that will maintain a satisfactory facility condition and present a clean, neat and professional appearance. This work statement consists of completing the tasks to the standards in Section 3 and 4. HOURS OF OPERATION Services shall be performed two times a week as follows: 1.Between the hours of 4:30 PM Wednesday and 6:00 AM Thursday 2.Between the hours of 4:30 PM Friday and 6:00 AM Monday Performance outside the above hours requires approval by the Contracting Officer. (Required when making certifications applicable to this RFQ that are different than the entity's SAM profile) FAR 52.216-1 Type of Contract (APR 1984) The Government contemplates award a single Firm-Fixed Price contract resulting from this solicitation FAR 52.237-1 Site Visit (APR 1984) Offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award. (a) The Government will award a contract resulting from this solicitation to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes: 1.Past Performance 2.Technical Capability 3.Experience and Qualifications 4.Quality Control Plan 5.Use of Biobased Products The evaluation factors are generally more important than price, provided the price is determined to be fair and reasonable by the Contracting Officer. (b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful quoter within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quoters specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
