Description
The Office of Construction and Facilities Management (CFM), Acquisition Support, Eastern Region, 8380 Colesville Road, Suite 420, Silver Spring, MD 20910 is conducting market research/seeking sources from small business construction firms that are classified under one or more of the following small business programs: (1) Section 8(a), (2) HUB Zone, (3) Small Disadvantaged Business (SOB), (4) Woman-Owned Small Business (WOSB), (5) Service-Disabled Veterans-Owned Small Business (SDVOSB), and/or (6) Veteran-Owned Small Business (VOSB), for the construction of Project 646-500B, Construction of Connecting Bridge. The place of performance is the VA Pittsburgh Healthcare System (VAPHS), University Drive Campus, Pittsburgh, PA 15240. The firm must be a small business general construction firm with an approved NAICS Code 236220. The Small Business Size Standard is $36.5 million. The estimated price range for Project No. 646-500B is between $1,000,000 and $5,000,000. The connecting bridge will provide pedestrian access between the ROB and the Main Hospital tower located across the street. The bridge will be approximately 90 feet long, and act as a corridor connecting the newly constructed Research Office Building (Building #30) to the Main Hospital (Building #1). The scope includes: 1)The structure shall be located over the service driveway and mechanical room of the east elevation of the ROB, and connect to the third floor of the west elevation of the Main Hospital. 2)The structure may or may not utilize a combination of the following: Concrete piles, steel columns, masonry covered piers, beam, metal decking, and/or concrete slab. The connecting bridge will include a mechanical HVAC system, lighting, etc., to be fed from the utilities in the existing buildings. 3)Conduits for Telco and data wiring and additional renovations to parts of Building #1 and the adjacent site to house utility and infrastructure modifications will also be included. A bid bond, as well as performance and payment bonds, will be required. At this time, no solicitation exists; therefore, please do not request a copy of a solicitation. Small bondable business contractors having the skills and capabilities necessary to perform the stated requirements are invited to provide information to contribute to this market survey/sources sought. Responses should include the following information: 1. Company Name, 2. Address, 3. Point of Contact, 4. Phone number and e-mail address, 5. Business size determination and qualifying Small Business status, 6. Certification of Small business Status, 7. Available Bonding Capacity, 8. Construction experience of similar projects in scope, size, and complexity to the Construction of Connecting Bridge. This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the solicitation separately from their response to this sources sought. Please submit capability packages via email to: John.Ezell@va.gov no later than 4:00 pm EDT on October 31, 2016 and in the subject line state "Pittsburgh VAMC ROB Connecting Bridge and [Company Name]". CFM anticipates the solicitation will be issued around January 2017 and will be posted only on the Federal Business Opportunities website (https://www.fbo.gov). At this time no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION package. Small business concerns failing to respond to this ad will not be precluded from responding to the solicitation. Note: This is not a Request for Proposal (RFP). The Government is only seeking information for market research purposes. The Government may or may not issue solicitation documents.
