Description
ADVANCE NOTICE Solicitation: RFP FQ16146/NAC Project Description: Potomac Yard Rail Station Projected Available Date of Solicitation: November, 2016 Projected Pre-Proposal Conference Date: December, 2016 Projected Proposals Due Date: January, 2017 Description of Work The Washington Metropolitan Area Transit Authority (WMATA) is seeking the services of a Design Build (DB) contractor to complete the design, construction, testing, and commissioning of a new Metrorail Station and ancillary facilities located at Potomac Yard within the City of Alexandria along the existing Metrorail Blue and Yellow Lines between the Ronald Reagan Washington National Airport Station and the Braddock Road Station. The work consists of several elements including, but not limited to, station mezzanines, side platform, below platform service rooms, interior station lighting; a separate AC Room building; mechanical and electrical services and equipment; new and re-aligned track, Traction Power, Automatic Train Control, station pedestrian bridges; Station entrance pavilions including escalators, elevators and stair; WMATA systems equipment; signage and graphics; the construction of Potomac Yard Park and the re-construction of two (2) neighborhood parks (Potomac Greens Park and Old Town Greens Park) that will be affected by the construction of the Station. A Fixed Price, Best Value procurement process will be used to select the Contractor to deliver the Project. The performance period for the entire project is approximately 54 to 60 months from the issuance of notice to proceed. The estimated cost range is $130 - $180 million. Award will be subjected to the availability of funds. WMATA has established an 18% goal for Disadvantage Business Enterprise (DBE) participation. S olicitation documents ( ie. RFP FQ16146/NAC ) are expected to be available on or about November 8, 2016. A Pre-Proposal Conference scheduled to be held at WMATA's Jackson Graham Bldg. 600 5 th Street, NW, in Washington, DC. in December, 2016. Site visits will be conducted after receipt of the initial proposals and are limited only to the initial proposers. The solicitation will be available through WMATA's Project Management Software System (PMSS) called "PROCORE". Instructions on how to access the documents will be given at the time of the RFP issuance.
