Description
THIS IS A PRE-SOLICITATION NOTICE for information purposes issued by the United States Air Force (USAF), Launch Systems Enterprise (LE) at the Space and Missile Systems Center (SMC) located in El Segundo, CA. SMC intends to issue a sole-source contract award to United Launch Services (ULS), Cage Code: 43HC6, located in Centennial, CO. This contract award is to provide early integration studies of ULS's EELV-class launch vehicles with USAF space vehicles projected to launch from FY (Fiscal Year) 18-24. The statutory authority of this action is contracting by Other than Full and Open Competition, 10 USC § 2304(c)(1), as implemented by FAR 6.302-1(a)(2). The early integration studies are unique to each potential launch service provider and their launch vehicle configurations. ULS, as the sole owner and manufacturer of their EELV-class launch vehicles, possesses the knowledge and resources to assess the integration of satellite systems on their own launch vehicles. Based on these unique capabilities, early integration studies can only be satisfied by ULS. The EELV program also intends to sole source a contract with Space Exploration Technologies (SpaceX) to support EIS for this phase of missions. This notice also calls for interested industry to submit statements of capabilities to perform Early Integration Studies of ULS Evolved Expendable Launch Vehicle (EELV)-class launch vehicles. Persons or companies interested in providing early integration studies for ULS launch vehicles can identify their interest and statement of technical capabilities to the Primary Point of Contact/Contracting Officer provided above, and the Primary Technical Point of Contact provided below. Information shall not exceed 10 one-sided pages in length, must be in Microsoft Word 2002 or higher or PDF format, and font no smaller than 12 point. Interested parties must show capability to assess the integration of satellite systems to ULS's EELV-class launch vehicles. The capabilities statement should address why the company believes that the sole source justification is not valid. This notice expires 15 calendar days after publication. The NAICS Code and Size Standard are 481212 and 1500 employees, respectively. Contractors interested in subcontracting opportunities are encouraged to contact ULS directly. This NOTICE is for planning purposes only, and does not constitute a Request for Proposal (RFP). Its issuance does not restrict the Government to the ultimate acquisition approach. Nevertheless, all responses received within fifteen (15) days after date of publication of this NOTICE will be considered by the Government. The Government will not pay for any information received in response to this PRE-SOLICITATION NOTICE, nor will the Government compensate a respondent for any costs incurred in developing the information provided to LE. Any statement of capabilities submitted by interested sources to this notice constitute consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center (FFRDC) employees, and support contractors unless the interested sources clearly object in writing to the release of this information to FFRDC employees and support contractor in a cover letter accompanying the statement of capabilities. The statement of capabilities and all related communications that contain proprietary information should be marked as such. No classified information shall be submitted. Respondents are advised that information submitted to the Government in response to this Pre-Solicitation may be reviewed by non-Government advisors to include, but not limited to, the following companies: Company Name: Scitor Corp.
