- This is a Sources Sought Notice and is for informational purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS OR BIDS. The U.S. Army Corps of Engineers, Baltimore District, requests capability statements from qualified Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Women-Owned Small Business (WOSB), Historically or Underutilized Business Zones (HUBZones), small businesses with concerning the potential project described below. POTENTIAL SMALL BUSINESS PRIME CONSTRUCTION CONTRACTORS SHALL HAVE A MINIMUM SINGLE BONDING CAPACITY OF $10M concerning the potential project described below. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. NO SOLICITATION IS CURRENTLY AVAILABLE. PROJECT DESCRIPTION: This project will be a Firm-Fixed Price Design-Bid-Build construction contract to repair the existing airfield lighting system to support the required Cat III Low Visibility Airfield Operations located on the runway on Joint Base Andrews Naval Air Facility, MD. In accordance with DFAR 236.204 - Disclosure of the magnitude of construction projects, the magnitude of this project is between $10,000,000 and $25,000,000. The NAICS code for this solicitation will be 236220 with a size standard of $36.5M. Additional project details include the following: An adequately sized and properly configured airfield lighting vault and associated duct banks are required to support airfield lights. New system will meet all DoD, UFC, Air Force Federal Aviation Administration (FAA), and National Electric Code requirements. In addition, UFC 3-260-01, Airfield and Heliport Planning and Design states in paragraph 1-2.5 "FAA-controlled airfield must apply FAA criteria to facilities such as runways and taxiways that are jointly used by civilian and military aircraft." Repair by replacement current deficient airfield lighting system by adding airfield lighting vault and associated electrical duct banks. Work includes: 4092 SF airfield lighting vault and duct banks, regulators, electrical distribution systems (switchboards, panelboards, transformers), manholes, generator, fuel storage tank, automatic transfer switch, remote data/telecom capability, HVAC, intrusion detection, and fire detection/protection systems. Demo and restore all necessary and required work associated with this project. Facilities will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirements. This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01. The Contractor shall be required to perform all work in accordance with the access and security requirements of Joint Base Andrews Naval Air Facility. All personnel working on any project relating to this acquisition must be a United States citizen. Responses shall include the following information: 1) Source Sought Solicitation number assigned by USACE 2) Mission Statement 3) Bonding capabilities - Minimum single Bonding Capability of $10,000,000 4) Small Business Category: Small Business (SB), Small Disadvantaged Business (SDB), Service Disabled Veteran Owned SB (SDVOSB), Veteran-Owned Small Business (VOSB), Historically Underutilized Business Zones (HUBZones), or Qualified Section 8(a) 5) Certified firms should submit a concise narrative and three (3) specific project examples of similar size and scope that demonstrate their specialized experience and technical competence as described in the project description above. Capability statements should include information and details of work with similar features, to include contract value. Narratives shall be no longer than ten (10) pages. Email responses are preferred. Comments will be shared with the Government and the project design team, but otherwise will be held in strict confidence.
