Tactical Surveillance System (TSS) REQUEST FOR INFORMATION (RFI) See Attachment for Rich Text Version. INTRODUCTION: This is a Request for Information (RFI), as defined in Federal Acquisition Regulation (FAR) 15.201(e). The purpose of this RFI is to solicit industry feedback on some of the specific capabilities and requirements that may be utilized to develop the acquisition strategy for the Tactical Surveillance System (TSS) program. In addition, this RFI requests respondents' specific answers regarding the basic qualifications in supporting the development and integration of projects that are similar in scope and process to the TSS program. The Army plans to leverage industry recommendations on the delivery of TSS systems to implement best practices, improve productivity, gain efficiencies, and realize cost savings. This is not a request for proposal, request for quotation, or an invitation for bid, nor does its issuance obligate or restrict the Government to any particular acquisition approach. This RFI does not obligate the Government to issue a solicitation. This RFI is being conducted solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposal (s) nor any other offers will be considered in response to this request or accepted by the Government to form a binding contract. Contractors are solely responsible for all expenses associated with responding to this RFI. Acknowledgement of receipt of submitted items will not be made nor will respondents be notified of the outcome of the information received. ANTICIPATED PERIOD OF PERFORMANCE: To be determined. QUESTIONS TO THIS ANNOUNCEMENT: All questions pertaining to this announcement are due within 10 business days after release. Telephone requests will not be accepted. An industry outreach event is anticipated in the future. Details will be published through the Federal Business Opportunities website at www.fedbizopps.gov. Small Businesses are encouraged to submit responses to this RFI. PROGRAM OBJECTIVE: The Tactical Security System (TSS) mission is to support short and long term security, surveillance and detection missions. TSS will address four of the five base camp core protection/security capabilities identified in the IBD CONOPS which are perimeter security, entry control, persistent surveillance, warning and alerting. These missions include but are not limited to: Internment/Resettlement (I/R) operations; perimeter security; internal security areas within base camps or installations; outside the perimeter, border or boundary, primary and high priority routes; Route Clearance; Homeland Security missions and any named areas of interest (NAI), or other missions as directed by the Commander. The TSS is a modular, scalable, lightweight, rapidly deployable, ground based security and surveillance System of Systems providing short and long term security and persistent surveillance. TSS and its components are designed to be employed as a stand-alone system, in a layered effort or integrated with additional force protection (FP) systems. Integration with additional sensors will be obtained through network communications and software in line with Net-Ready requirements. TSS includes Near Real Time (NRT) imaging sensors and interface with motion, acoustic, seismic, surface and subterranean detection technology. TSS will operate in a stand-alone mode or as part of an integrated network utilizing government owned software, be easily operated and maintained, and be rugged enough to support employment in expeditionary operations worldwide. The government owned software being provided will be the IGSSR-C software which will encompass a software suite capable of providing C2, video analytics, fusion, automation and sensor control. System Enhancements Include: • NRT imaging sensors with slew to cue and pan/tilt/zoom capabilities • Subterranean perimeter and linear detection capabilities • Interfaces with motion, acoustic and seismic detection • Perform surface and subterranean detection technology • Designed to be employed as a stand-alone system, in a layered effort or integrated with additional FP systems • Transmit, store and record still images, audio and digital video data for forensic analysis • Enhance Commander's situational awareness increasing Soldier survivability TSS is a FY17 new start program. The program was initiated in FY16 utilizing Physical Security Enterprise Analysis Group (PSEAG) funding to conduct technical reviews (SFR & SRR), author milestone documentation and develop a prototype. The government's acquisition approach is to identify an integrator for the Engineering Manufacturing Development (EMD) program phase to develop the system architecture and identify system components that will accomplish the system requirements spelled out in the Capability Design Description. CAPABILITY DESCRIPTION: To assist in Industry's understanding of the development and testing scope of the TSS program and to give context to Industry's RFI response, the figures below provide a general depiction of TSS and its overall mission and are not intended to convey TSS system design. Figure 1: TSS Operational View - 1 (See Attachment) Figure 2: TSS concept depiction (See Attachment) INFORMATION REQUESTED: For this RFI, the Government's TSS acquisition approach will be to identify off-the-shelf sensor hardware and integrate that hardware to satisfy TSS requirements. Responses to this RFI should explain the role that industry partners envision themselves performing and their respective expertise and experience relative to those TSS technologies. Respondents are asked to provide a detailed approach that includes a summarization of past relevant ground based persistent surveillance; Force Protection (FP); Reconnaissance, Surveillance, and Target Acquisition (RSTA); and mission support equipment experience. The Government is specifically interested in your Company's technical, managerial and business experience over the last two (2) years as it applies to paragraphs 8, 9 and 10 of the following: RESPONSE SUBMITTAL INSTRUCTIONS: Participation in response to this RFI will not preclude any vendor from responding to future acquisitions, either individually or as part of a team. For this RFI, the Government seeks information regarding your commercial capabilities and experience related to the delivery of capabilities as described in the Capability Description and Program Objective sections of this RFI. Under the current SB recertification regulations, do you anticipate your company remaining a small business, under primary NAICS Code of 541 -- Professional, Scientific, and Technical Services/334511 -- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing? If you are a SB please answer questions 3a & b. All others skip to Question #4. a. What percentage of this requirement do you plan to perform in house (not sub-contract out)? Also indicate (with supporting rationale) if/how your company would be compliant given the restrictions identified in FAR 52.219-14 (At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern). b. Respondents are requested to identify teams, indicating each team member's size status based upon the NAICS code of the work that the team member may be doing. Please list the process used in selecting the teaming members. 5. Is your company currently providing similar capabilities to another government agency (you may also include contract #s for government) or other non-government customer? If so, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially. 6. Please identify your company's past and current customers to which you provided these type of capabilities or similar capabilities, including a customer/company name and point of contact, phone number and address/e-mail where they can be contacted. 7. Does your company have a Defense Contract Audit Agency (DCAA) approved accounting system? 8. Does your company hold or have access to a facility clearance, if so what level? 9. Please explain any past successes your company has had in regards to building upon a pre-existing government developed systems. If you haven't previously accomplished this please advise as to how you would accomplish this for the TSS program as described above. 10. Describe your organizations engineering, science, and technology expertise to prototype, evaluate, and integrate innovative technology solutions (new sensors, imagers, radars and power generation alternatives) and systems in support. b. Discuss your organizations system engineering evaluation experience, to include requirements analysis, life-cycle planning, architecture framework analysis and design, and integration and interoperability planning, trade studies and market surveys of new technologies such as sensors, systems, and software designed to enhance force protection systems including: reduced latency, improved rugdedization, reduced down-times/maintenance, improved probability of detection, decreased false alarm rates, and increased sensor resolutions. c. Describe your organizational expertise in electrical and electronic design, analysis, fabrication, and technical oversight on systems and system components to include electronic circuit boards, connectors, brackets, wiring harnesses and cabling, power distribution systems, and integrated electronic modules. d. Discuss your approach in the development of Engineering Development Models (EDMs) and Production Representative Articles for use as prototypes in developmental and operational testing in order to demonstrate maturing performance during later stages of development and to finalize proposed production specifications and drawings. e. Discuss your organizations ability produce a Technical Data Package for all TSS developments In accordance with (IAW) the American Society for Mechanical Engineers (ASME) Engineering Drawing Practices reference revision ASME Y14.100-2000 with the ability to tailor. Limit responses to a total page limit of twenty (20) pages (Note: responses to the Small Business Questions are excluded from the 20 page limitation). Marketing brochures will not be considered adequate information in response to this RFI. The font shall be Times New Roman and no smaller than 10pt with at least a one-inch margin. Please submit your responses electronically by 0900 ET 26 Oct 2016 to shahaadah.c.nalls.civ@mail.mil in a Microsoft Word compatible file or a PDF file. Files greater than 20MB cannot be transmitted through the network firewall. Therefore, any file greater than 20MB must be submitted by CD-ROM media to the address below.
