- SOURCES SOUGHT & INDUSTRY DAY ANNOUNCEMENT AMIC DET 2 OL/PKA is seeking sources for AFTAC Mission Support (AMS) contract. CONTRACTING OFFICE ADDRESS: AMIC DET 2 OL/PKA 10989 South Patrick Drive Patrick AFB, FL 32925 INTRODUCTION: This is a SOURCES SOUGHT AND INDUSTRY DAY ANNOUNCEMENT to provide and host a program overview for the AMS contract. The content provides the technical requirements of the AMS effort to support an availability determination of Industry's technical capabilities. It also provides an opportunity for large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to be aware of other companies interested in the acquisition for partnering, as well as any other than small business concern to provide the needed products and/or services. In accordance with FAR Part 10, Market Research, AMIC DET 2 OL/PKA is seeking information for potential sources for the AMS contract. The anticipated contract value is $20M over a five (5) year period, and will provide expert technical services to the Air Force Technical Applications Center (AFTAC) in conducting a variety of projects with both Operations and Maintenance (O&M) and Research and Development (R&D). The support provided under this contract will be used to advance AFTAC technical capabilities for its nuclear treaty monitoring mission and support various R&D activities for advanced nuclear technologies and projects. In order to effectively meet the program requirements, the contractor must have a specialized mix of professionals in radiochemistry laboratory support, program management, various acquisition support, simulation and modeling support, and nuclear physics/engineering subject matter expertise. Experience with other nuclear missions and familiarity with applicable national agencies and Department of Energy National Laboratories in relevant areas is highly desired. Personnel must have clearances to support classified work at a level commensurate with the requirements, up to and including Top Secret/Sensitive Compartmented Information (TS/SCI). Responders are advised that prospective offerors will be required to hold a current Secret facilities clearance. Due to the security requirements of the work location, no work can be performed until appropriate facility and personnel clearances are obtained. 1.0 INDUSTRY DAY INFORMATION: 1.1 Headquarters Air Combat Command (ACC) in support of the Air Force Technical Applications Center (AFTAC), Materials Technology (TM) Directorate, Patrick Air Force Base, Florida, is hosting a program overview for the AFTAC Mission Support (AMS) contract scheduled for 20 September 2016. The primary purpose of this program overview is to expand upon the technical requirements of the AMS effort. This event is open to large and small businesses. Classification of this event will be at the SECRET level. 2.0 REQUIREMENTS 2.1 AFTAC has a requirement for scientific and technological non-personal services on a task order basis. These services shall include (a) program and administrative support, (b) radiation safety support, (c) radiochemistry laboratory support, (d) graphics and multimedia support, (e) technical writer support, (f) simulation, modeling, and system integration support, (g) expert panel and subject matter expertise support, (h) acquisition support, and (i) research and development support. 2.2 Any information provided or discussed by attendees must not be company proprietary or business sensitive information. Any information or ideas shared during this program brief may be used to develop the AMS technical and acquisition documents. 3.0 RESERVATIONS 3.1 E-mail reservations will be taken for a maximum of three (3) individuals per company on a first-come, first-served basis. Your reservation must specify the name (s), number of individuals in your party, and whether or not you have access to a military installation, i.e. valid military I.D. NO REQUESTS WILL BE CONSIDERED AFTER 12 Sep 2016. 3.2 Due to the security level of this event, electronic devices are NOT allowed in the building. Please secure your cellular phones, laptop computers, tablets, or any other electronic device in your vehicle. In addition, note taking is NOT allowed and the PowerPoint presentation is NOT available after the meeting. A final adjudicated secret clearance is required to attend this event. 3.3 The preferred method to submit clearances is via JPAS, please utilize Security Management Code (SMO): PF2LFFHP6 or unclassified fax: (321) 494-8522. Failure to submit security clearances in a timely manner will result in denied access to the briefing. Provide the necessary information as stated above. All information is DUE no later than 12:00 pm EST 13 Sep 2016. 4.0 BASE ACCESS 4.1 If you do not have access to a military installation, you must provide your driver's license number and issuing state for those with a State of Florida driver's license. Out of state individuals will need to also provide their full Social Security Number (SSN) and date of birth in order for access to the base. Under no circumstance should you e-mail this information with your reservation except via encryption. If you do not possess the means to encrypt your e-mail, you may use the Safe Access File Exchange (SAFE) site at https://safe.amrdec.army.mil/SAFE/ to provide that information. All information is DUE no later than 12:00 pm EST 14 Sep 2016. 4.2 Disclosure of the above is voluntary. However, failure to provide the requested information may result in denial of a badge or visitor pass and denial of entry to 45 SW property. You must adhere to all directives pertaining to operating a vehicle on Patrick, AFB. 4.3 Authority: E.O. 9397; The Privacy Act of 1974, 5 U.S.C. 522a; DODD 8500.1 principal purpose (s): To provide necessary information to 45th Space Wing (45 SW) to determine if applicant meets access control requirements in accordance with HSPD12, DoD 5200.8, DTM 09-12 and FIPS201. Use of SSN is necessary to make positive identification of an applicant. Records in the Defense Biometric Identification System (DBIDS) are maintained to support DoD physical security and information assurance programs and are used for identity or other acceptable identification will be used to distinguish individuals who request entry to 45 SW property. 4.4 Base Directives (Overview): No cell phone usage while driving (unless 100% hands free) No weapons or illegal contraband Must wear seatbelt at all times Must possess valid registration and insurance for all vehicles entering installation While on Patrick AFB, you are subject to random vehicle inspections Do not park in seeded areas (grass) Adhere to all traffic signs and rights-of-way Safely move to the side and stop when emergency vehicles are responding with lights and sirens 4.5 The main gate of Patrick, Air Force Base located on Highway A1A is the only access point designated for individuals who do not have access to a military installation. Do not attempt to access the base using the South Patrick Drive gate, as access will be denied unless you possess the proper credentials for access. 5.0 VENUE INFORMATION 5.1 The briefing begins promptly at 8:30 a.m. with registration at 8:00 a.m. so please plan accordingly. (Small Business) Method of previous acquisition: Small Business Set-Aside Description of the current program/effort: MTS provides expert technical services to AFTAC in conducting a variety of projects in support of Operations and Maintenance (O&M). AMS is a follow-on effort to the MTS contract. The estimated Period of Performance is 1 June 2018 - 31 May 2023. 6.3 REQUIRED CAPABILITIES: The table below (See Attachment) lists all of the main technical/task requirements of the Sources Sought Notice Draft PWS. You must identify the percentage of the task that your company can accomplish and include supporting information which demonstrates your capabilities to meet that percentage. Supporting information shall not reiterate the language of the tasks provided in the Draft PWS, but rather, it shall provide details regarding your company's capabilities to execute these tasks. A cross-reference matrix is requested which links the Draft PWS task to the supporting information provided. Past performance information that is related to the tasks in the Draft PWS is requested if available. All contractor personnel will require a final adjudicated current security clearance at the TOP SECRET, DCID 6/4 level. SECRET Facility Clearance is required. US Citizenship is required for all personnel supporting on the contract. 6.5 NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 541330 - ENGINEERING SERVICES, with the corresponding size standard of $15.0M. To assist AMIC DET 2 OL/PKA in making a determination regarding the level of participation by small business in any subsequent procurement that may result from this Sources Sought, you are also encouraged to provide information regarding your plans to use joint venturing (JV) or partnering to meet each of the requirements areas contained herein. This includes responses from qualified and capable Small Businesses, Small Disadvantaged Businesses, Service Disabled-Veteran Owned Small Businesses, Women-owned Small Businesses, HUBZone Small Businesses, and 8(a) companies. You should provide information on how you would envision your company's areas of expertise and those of any proposed JV/partner would be combined to meet the specific requirements contained in this announcement. In order to make a determination for a small business set-aside, two or more qualified and capable small businesses must submit responses that demonstrate their qualifications. Responses must demonstrate the company's ability to perform in accordance with the Limitations on Subcontracting clause (FAR 52.219-14). 6.6 OMBUDSMAN - AFFARS 5352.201-9101 (APR 2014): (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
