- SOLICIATION - Request for Quote November 2016 Lodging for Montana Army National Guard (MTARNG) located in Missoula, MT (Notice to 3rd parties, your quotes will NOT be considered or accepted-market research/inquiry to local vendors will ensure no 3rd party attempts to block rooms) The Montana Army National Guard requests a quote for lodging in support of three (3) Military units (B Co 163rd, Det 1 E Co 145th FSC, and 631st Chem Co) who conduct weekend drills in Missoula, MT (9383 Running W Rd). The Government will award a Firm Fixed Price (FFP) contract resulting from the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government using lowest price technically acceptability method. If quotes from offerors are found to be technically acceptable in accordance with this solicitation, price will be the determining factor. This is a Small Business Set-aside under the National American Industry Classification System (NAICS) code 721110, "Hotels (except Casino Hotels) and Motels". 1. SOLICITATION INFORMATION 1.1. Quote shall be submitted by email ONLY and sent to shane.a.mundt.mil@mail.mil. Questions regarding this solicitation can be emailed to the same email address above or phone 406.324.3406. 1.2. SUSPENSE DATE for quotes is 25 October 2016, 2:00pm MST. 1.2.1. It is the Offeror's responsibility to verify Government has received your quote. 2. INSTRUCTIONS TO OFFERORS 2.1. Quotes must be based on a per room rate and also include the total lodging price for all units. 2.2. Per 42.14.304 from the Montana Department of Revenue, (http://www.mtrules.org/gateway/ruleno.asp?RN=42%2E14%2E304) The Federal Government is not required to pay the lodging facility sales and use tax. 2.3. Any additional costs or local sales tax shall be inclusive of the per room rate and not listed separately. General amount descriptions such as "plus taxes/fees" or "including taxes" will not be paid or considered as part of the per room rate. 2.4. Vendor SHALL invoice for only rooms used providing the J4 Lodging Manager gives final room roster to hotel 24 hours prior to check in. If 24 hour Notice of Cancellation is not sufficient, please annotate this information in your quote. 2.4.1 The MTARNG has made every effort possible to make sure of the accuracy of the dates and numbers however unforeseen events and circumstances may cause changes in both dates and numbers. 2.5. All changes inquiries and concerns shall go through the Contract Specialist or the J4 Lodging Manager. 2.5.1. NO changes shall be made without prior approval of Contract Specialist. 2.6. Prior to Contract award the business must be registered in System for Award Management (SAM) website http://www.sam.gov. Registration is free and assistance can be provided by the Montana Procurement Technical Assistant Centers (PTAC), http://www.montanaptac.org/. 2.6.1. If SAM registration is not in progress or sufficient progress is not made in a timely manner, the business may be deemed technically not acceptable for contract award. 2.7. This requirement will be invoiced and paid using Wide Area Work Flow at https://wawf.eb.mil. 2.8. No quotes from third party vendors will be accepted nor should a vendor accept 3rd party quotes. Businesses must have direct control over the facility and rooms that are being provided unless a mutual agreement is reached between one lodging facility and another. The vendor providing the quote will will be accountable for the other facilities reservation and rooms if more than one facility is used. 3. STATEMENT OF WORK 3.1. ROOM REQUEST TOTAL ROLLUP Total Rooms for 4 Nov Double Rooms - 126 Total Rooms for 5 Nov Double Rooms - 127 Total Rooms Requested for Drill Weekend (4-5 Nov): 253 double rooms 3.3. Each individual Unit POC will provide a Final Room Roster to the vendor no later than 24 hours prior to the first night of the scheduled stay or a mutually agreed upon amount of time. 3.4. All rooms will be non-smoking. 3.5. The facility is not undergoing renovation or remodeling during the time of the scheduled stay. 3.6. The facility will be within a reasonable distance (10 Mile Radius) from the MTARNG armory or place of work. 3.7. Rooms will be based on double occupancy. Double occupancy will be based on gender. Male and female Soldiers will not share rooms unless they are legally married and both Soldiers are in IDT, UTA or SUTA status within the same unit. 3.8. The facility shall provide sleeping amenities that are furnished solely on the basis of one individual to a bed with no more than two individuals to a room for double occupancy. 3.9. Rooms shall have either: two double/queen beds for double occupancy, or one queen/king size bed for single occupancy. 3.10. The facility must meet all State and Federal Health and Safety Requirements. 3.11. The facility shall clean, vacuum and dust guest rooms and sanitize bathrooms on a daily basis. Clean and sanitized drinking cups/glasses will be replenished by the vendor and garbage removed from trash cans on a daily basis. 3.12. Fire and Safety. The contractor's facility shall comply with applicable fire and safety codes and regulations. 3.13. Miscellaneous Services. The government will not be responsible for any miscellaneous charges incurred by Soldier outside the rate of the room. These services include but are not limited to the following: personal telephone charges, pay-per-view movies, room and internet service, meals in excess of the contract requirements, property damage and or theft, late checkouts and other such services. 3.14. The facility shall explain to the occupants upon check-in that miscellaneous services are not covered by this contract and are payable by the occupants. 3.15. No pets are to be allowed in government purchased rooms. ADDITIONAL REQUIREMENTS 52.204-16: Commercial and Government Entity Code Reporting (Jul 2016) (a) Definition. As used in this provision- "Commercial and Government Entity (CAGE) code means-- (1) An identifier assigned to entities located in the United States or its outlying areas by the Defense Logistics Agency (DLA) Commercial and Government Entity (CAGE) Branch to identify a commercial or government entity; or (2) An identifier assigned by a member of the North Atlantic Treaty Organization (NATO) or by the NATO Support and Procurement Agency (NSPA) to entities located outside the United States and its outlying areas that the DLA Commercial and Government Entity (CAGE) Branch records and maintains in the CAGE master file. This type of code is known as a NATO CAGE (NCAGE) code. (b) The Offeror shall enter its CAGE code in its offer with its name and address or otherwise include it prominently in its proposal. The CAGE code entered must be for that name and address. Enter "CAGE" before the number. The CAGE code is required prior to award. (c) CAGE codes may be obtained via - (1) Registration in the system for Award management (SAM) at www.sam.gov. If the Offeror is located in the United States or its outlying areas and does not already have a CAGE code assigned, the DLA Commercial and Government Entity (CAGE) Branch will assign a CAGE code as a part of the SAM registration process. SAM registrants located outside the United States and its outlying areas shall obtain a NCAGE code prior to registration in SAM (see paragraph (c)(3) of this provision). (2) The DLA Commercial and Government Entity (CAGE) Branch. If registration in SAM is not required for the subject procurement, and the offeror does not otherwise register in SAM, an offeror located in the United States or its outlying areas may request that a CAGE code be assigned by submitting a request at https://cage.dla.mil. (3) The appropriate country codification bureau. Entities located outside the United States and its outlying areas may obtain an NCAGE code by contacting the Codification Bureau in the foreign entity's country if that country is a member of NATO or a sponsored nation. NCAGE codes may be obtained from the NSPA at https://eportal.nspa.nato.int/AC135Public/scage/CageList.aspx if the foreign entity's country is not a member of NATO or a sponsored nation. Points of contact for codification bureaus, as well as additional information on obtaining NCAGE codes, are available at http://www.nato.int/structur/AC/135/main/links/contacts.htm. (d) Additional guidance for establishing and maintaining CAGE codes is available at https://www.cage.dla.mil. (e) When a CAGE Code is required for the immediate owner and/or the highest-level owner by 52.204-17 or 52.212-3(p), the Offeror shall obtain the respective CAGE Code from that entity to supply the CAGE Code to the Government. (f) Do not delay submission of the offer pending receipt of a CAGE code. 252.203-7005: REPRESENTATION RELATING TO COMPENSATION OF FORMER DOD OFFICIALS (NOV 2011) (a) Definition. "Covered DoD official" is defined in the clause at 252.203-7000, Requirements Relating to Compensation of Former DoD Officials. (b) By submission of this offer, the offeror represents, to the best of its knowledge and belief, that all covered DoD officials employed by or otherwise receiving compensation from the offeror, and who are expected to undertake activities on behalf of the offeror for any resulting contract, are presently in compliance with all post-employment restrictions covered by 18 U.S.C. 207, 41 U.S.C. 2101-2107, and 5 CFR parts 2637 and 2641, including Federal Acquisition Regulation 3.104-2.
