Description
J&A (Redacted) Notice of Intent to Sole Source: Expeditionary Contracting Command-Afghanistan (ECC-A) intends to issue a firm-fixed price, sole source award to Tribalco LLC to continue information systems support for a period of four (4) months until a new award can be put in place. The incumbent is currently providing the services under a contract awarded by Department of Interior (DOI). The anticipated period of performance is 11/13/2016 through 3/12/2017. Command, Control, Communications, Computer, and Information Technology (C4 IT) services are required for engineering, operations, and maintenance of the Combined Joint Operations Area-Afghanistan (CJOA-A) information domain. To meet this four-month requirement there is only one responsible source, which is the current incumbent contractor, Tribalco LLC. It would be contractually infeasible to mobilize a new contractor simply to cover the four-month period of performance. Without the Bridge contract, the Government would be at risk of failure to maintain the CJOA-A mission network. The current contract D16PC00022, awarded by Department of Interior, ends 11/12/2016. DOI is working with the requiring agency to begin the follow-on award process. It is determined to be in the best interest of the Government to continue the C4 IT services from Tribalco to avoid any negative impact to cost, schedule and/or performance. In order to continue uninterrupted C4 IT operations, the current support infrastructure must remain in place. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date referenced herein. Written responses to this notice shall contain sufficient documentation to establish a bonafide capability to fulfill the requirement. The North American Industry Classification System (NAICS) code is 541519 Engineering Services with a small business size standard of $27.5M. A determination by the Government whether to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ). No solicitation package will be issued. Inquiries will only be accepted via e-mail to lashone.y.wallace.ctr@mail.mil. No telephone requests will be honored. NOTE: A copy of the approved, redacted Justification and Approval (J&A) document is attached. Initially, the cost of the 4-month Bridge was expected to exceed the Simplified Acquisition Threshold (SAT). However, the most recent Independent Government Cost Estimate (IGCE) reflects a cost that allows the use of Simplified Acquisition Procedures (SAP) for this sole source action, in accordance with FAR Part 13.501. 52.232-18 AVAILABILITY OF FUNDS (APR 1984) Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
