Description
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions". US Army Corps of Engineers; Portland District intends to award a brand name, Firm-Fixed Price contract with CDW-Government LLC, 230 N Milwaukee Ave, Vernon Hills IL, 60061. The purpose of this acquisition is to furnish brand name equipment, which will used as part of the existing control system for GDACS to provide Intrusion Detection System (IDS) required by DOD 8500.2. GDACS is the automated power plant monitoring and control system for controlling power generation from Corps Northwestern Division (NWD) hydropower plants and other federal power plants that may be linked to the NWD. The equipment is proprietary to Palo Alto Network. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 334111 Electronic Computer Manufacturing. The size standard as defined by the U.S. Small Business Administration is 1,250. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 12:00 PM Pacific Daylight Time on November 2, 2016 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
