Description
Request for Information Veteran 360 Longitudinal Veteran Record This is a request for information (RFI) only. Do not submit a Proposal. It is requested that all contractors interested in participating in this effort please note their interest and provide indication of their respective capabilities to perform the effort described in attached draft Performance Work Statement (PWS). This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Quotation or a Request for Proposal. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by the VA in developing its acquisition strategy and PWS. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. Be advised that set-aside decisions may be made based on the information provided in response to this RFI. Responses should be as complete and informative as possible. It is requested that the contractor's response shall include a capabilities statement that provides the following information: "State the capabilities of the company and any teammates and/or subcontractors "Describe the contractor's experience in meeting the requirements Provide the following information: "Company Name "CAGE/DUNS Number under which the company is registered in VetBiz.gov "Company Address "Point of contact (POC) name "POC Telephone number "POC Email address "Company's business size for NAICS 541512 - Computer Systems Design Services "Indicate if the Contractor and any teammates and/or subcontractors are a Service Disabled Veteran Owned Small Business or a Veteran Owned Small Business. "List any and all contracts the vendor has that may be related to the type of requirements in this RFI. The Capabilities Statement also must address the following specific requirements: 1.Describe the processes, integration, and tools needed to implement a Master Data Management capability that supplies a singular, authoritative set of Veteran information to all existing and future VA Business Support Lines of Business Systems. 2.Describe the processes, integration, and tools needed to harmonize data across disparate data sources (including non-master data, see Figure 1). 3.Describe your capabilities to identify the systems and system interfaces required to transition all existing VA Business Support Systems away from internal Veteran information to the Master Data Management solution. 4.Describe how your approach meets the multiple communications capabilities available to Veterans. Due to variances in the use of technology across the Veteran population, a Veteran's means of communication could be limited to the use of the U.S. Postal Service or a landline telephone. The MDM solution does not preclude the use of the latest technology but must still accommodate the full spectrum of communications that a Veteran might use. 5.Provide a framework in the form of an architecture diagram, with data flows to illustrate intake mechanisms. These data flows also must describe the changes needed for data to be exchanged between databases that contain contact information without causing changes to data content or structure. This framework should support the development of a Master Data Management and Reporting strategy as well as Data Quality and Data Governance strategies. 6.Describe how your solution would be deployed to a cloud environment and a recommendation as to which cloud environment you would target for deployment, given VA security and privacy requirements 7.Describe how your solution supports the VA Identity Management process presented in VA Handbook 6510, dated 15 Jan 2016. 8.Describe the means to interact with other vendors responsible for the creation and/or maintenance of current database solutions. Describe the process of how you would work with current vendors to achieve the objectives of this RFI. 9.Describe the procedures you would use to provide protection of the data used in the solution. 10.Provide a Rough Order of Magnitude (ROM) for the specific requirements. The page limit for the response is 10 pages (8.5" x 11") in length, and using a font not smaller than 12-point. Responses are requested no later than 3:00PM EST, October 20, 2016 via e-mail to Candice.mazzetta@va.gov and matthew.ginty@va.gov. Contractors also may submit additional information not specifically requested above, which the vendor believes would provide value and insight to the Government. Do not submit general capability statements, marketing materials, or other nonspecific information. Note that there is a 5MB size limit for emails sent to VA. If the submission exceeds this size limit, contact Candice.mazzetta@va.gov. VA reserves the right to not respond to any or all emails or materials submitted. All current VA requirements identified herein are applicable. Vendors may submit questions concerning this RFI through Federal Business Opportunities at https://www.fbo.gov/. All vendor questions must be submitted by 3:00PM EST on October 17, 2016.
