- Updated SOW to show change in location to Madison, WI and surrounding area. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89 dated 15 Aug 2016. This solicitation number W912J2-16-Q-1010 is for a family-friendly facility in the Madison, WI area, to include Middleton, WI and Sun Priarie, WI. The property will accommodate lodging and conference accommodations for the Yellow Ribbon Event, 11-13 November 2016, as defined by the attached statement of work. The anticipated award will be a Firm Fixed Price Contract. This request is due by 01 November 2016 at 9:00 a.m. (Central Time). This solicitation is unrestricted. The North American Industry Classification System (NAICS) code for this acquisition is 721110 - Hotels (except Casino Hotels) and Motels. NOTE SEE SOW attached. Basis For Award: Award shall be made to a single offeror. Per FAR 52.212-2 Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: BEST VALUE TO THE GOVERNMENT (PRICE AND TECHNICAL EQUAL). The government intends to award a contract without discussions with respective offerors. The government, however, reserves the right to conduct discussions if deemed in the best interest of the government. The most important is Location/accommodations offered and then price (in that order.) Terms remain unchanged unless solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. In no event shall any understanding or agreement between the Contractor and any Government employee other than the Contracting Officer on any contract, modification, change order, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by a proper contractual document executed by an appointed Contracting Officer. The Contractor is hereby notified that in the event a Government employee other than the Contracting Officer directs a change in the work to be performed or increases the scope of the work to be performed, it is the Contractor's responsibility to make inquiry of the Contracting Officer before making the deviation from the written terms of the contract. Payments or Partial payments will not be made without being authorized by an appointed Contracting Officer with the legal authority to bind the Government. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made.
