- This RFI/SSA is released for purposes of conducting Market research to identify additional sources of supply for the production/manufacturing of AN/TPQ-36(V) FIREFINDER Traveling Wave Tube (TWT): a) NSN: 5960-01-323-6432, SM-D-800074-1, P/N: 1742H Cage Code 73293, L3-Communications Electron Technologies Inc., Torrance, CA (formerly Hughes Corp.); b) NSN 5960-01-089-3554, Government P/N: SM-D-800074-2, P/N: L5772-50, Cage Code 80080, L-3 Communications Corporation, DBA Electron Devices Division, San Carlos, CA is the incumbent. These NSNs and P/Ns are compatible with NSN: 5960-01-349-5380, SM-D-800074. This RFI/SSA is for planning purposes only and shall NOT be construed as an Invitation for Bid, Request for Quotation, or Request for Proposal or as an obligation on the part of the Government to acquire any products or services. Responses to this RFI/SSA will be treated as information only. No entitlement to payment of direct or indirect costs or charges to the Government shall arise as a result of contractor submission of responses to this announcement or the Government use of such information. No funds have been authorized, appropriated, or received for award of a contract. The information provided may be used by the U.S Army in developing its acquisition strategy, Performance Work Statement, etc. If a firm requirement should develop, a Firm Fixed Price (FFP) three-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with 1-Year Option will be considered as a contracting vehicle and a formal RFP/Solicitation will be released to notify industry. Only the first order placed at tune of contract award will be guaranteed and this minimum guaranteed quantity is projected at six (6) units. There will be NO guaranteed minimum for any of the ordering years to include the Option Year other than projected buy quantities are estimated as follows for each of the three-year contract ordering period: Year-1: QTY-30, Year-2: QTY-25, Year-3: QTY - 15. Desired range quantity pricing are as follows: Low Range: 1- 10, Mid-Range: 11-20 and High Range: 21-30 for Rough Order of Magnitude (ROM) pricing only. It is highly encouraged that interested sources fully capable of satisfying this requirement identify and submit their best economic range quantity ROM pricing for cost savings as part of their responses to this announcement for consideration. The USG is NOT in possession of a complete Technical Data Package for the item. In addition, detailed technical data, test procedures and other documentation pertaining to the existing design will not be supplied by the Army as they are not available. Although a source control drawing and performance and finish specifications exist, these documents will be provided ONLY upon satisfying all items noted under "Response Requirements" Paragraph #s: 1a -1o (lower case letter o) and 2 below. Also these technical documentations will eventually be released as part of a solicitation if and when released. Response Requirements: 1. Interested suppliers, to include the incumbent supplier (L3 Communications in San Carlos, CA) capable of successfully manufacture this item must so indicate, by responding to this notice in writing via email ONLY to both POCs Email addresses indicated below. Responses must include the following at a minimum: a. Identify previous contract number(s) with the USG along with a summary of orders for this item either as a supplier to the USG or sub-contractor. b. Copy of purchase order(s) if interested party was a vendor/sub-contractor to the listed source or a statement from listed source demonstrating that the supplier can, in fact, successfully deliver specification compliant newly produced/fabricated units. c. Past Performance on production of this item and/or similar items specifying Part Number(s), NSN(s) and last manufacturing/production date(s), identify specific USG contract numbers if applicable otherwise, identify source of acquisition for units if not obtained under a direct USG contract for the item; nomenclature(s) of end-items in which this particular TWT is configured into and part of, if known. d. Indicate if company has open/on-going production line. e. Supply electronic copies of documentation such as validated test specifications, test and final acceptance procedures and associated test results demonstrating compliance with item specification. f. Indicate specific quality standard (whether Government or Industry) that shall be in place for this new production/fabrication effort. g. Provide supporting data to demonstrate availability of adequate resources such as: production/fabrication facilities and identify current location (s), equipment, tooling, space in square footage, and experienced technical personnel e.g., engineering, quality, assembly line, testing, to enable interested source, or its subcontractors, to successfully manufacture/fabricate and deliver compliant units in accordance with item performance specification that will meet form, fit, and function requirements, within the required delivery schedule, when integrated into the AN/TPQ-36(V) FIREFINDER Radar Systems for its intended function. h. Identify any foreseen risk with producing this item and associated mitigation plan. i. Identify any need for Government Furnished Equipment and justify same. j. If applicable, indicate potential partnering/teaming agreement for potential manufacturing effort. k. Address any action that could be undertaken to minimize cost, schedule and mitigate identified risk for potential new production units. l. Identification of current status as a Large or a Small Business. Small Business must specify either one of the following: 8(a), HUB Zone, Disadvantaged, Women-Owned, or non-disadvantaged. m. Indicate if production efforts will be performed at a location different than responding location or company's headquarters. n. Specify U.S. Government security level currently held at location efforts would be executed. o. Indicate if any portion of this effort will be performed outside of the U.S and where. 2. All interested sources/companies are encouraged to respond to this RFI/SSA by providing the information requested herein, on or before Close of Business 1700 hours Eastern Standard Time (EST) on 26 October 2016. All response submissions MUST include a cover page identifying: Company name, Address, Point of Contacts Names, Email addresses, Office and Mobile numbers. Interested Sources/Parties responding to this RFI/SSA shall be responsible to adequately label "PROPRIETARY" or "CONFIDENTIAL or "BUSINESS SENSITIVE" marking as appropriate in their responses.
