- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-91 (effective 9/30/16). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse/far/52. The solicitation number is P17PS00024, and the solicitation is issued as a Request for Quotation. The NAICS code is 115210 with an associated small business size standard of $7.5 million. This solicitation is a 100% total small business set-aside, and will result in a firm fixed price contract to a single vendor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. ATTACHMENTS TO THIS SOLICITATION. Once at the FedConnect home page, click "Search Public Opportunities Only." Next screen, under Search Criteria, change the drop-down menu selection to read "Reference Number," then type in solicitation number P17PS00024 and click "search." Next screen, click the underlined text that is the title of the solicitation, shown as "Winter Pasture/Feed/Care for Mules-Olympic Natl Park." Next screen is the overview screen. On the right-hand side, is the list of documents posted, showing the SF-1449 solicitation form and all attachments. The attachments must be opened individually, and can be downloaded and saved or printed. Besides the SF-1449 solicitation form, there is only one attachment: Attachment 1_Combined Synopsis-Solicitation. DESCRIPTION/SCOPE OF WORK: The National Park Service, Olympic National Park (OLYM), has a requirement for providing pasture, shelter, food, water, and care for our park mules, as follows: (1) At least 30 to 35 acres of dry pasture and shelter from the weather. Shelter shall consist of heavy tree cover and/or barn, or other structure adequate to provide covered protection. (2) A constant source of clean water. (3) An adequate supply of stored hay to feed 23 to 30 mules during times when pasture must be supplemented such as inclement weather or temperature. (4) Make daily welfare checks for each mule and immediately notify the Contracting Officer ¿s Representative (COR) in the event of injuries, accidents or health issues. (5) Fencing with secure gates so that third parties cannot gain access through a fence or gate, protecting the park-owned mules from being exposed to outside stock. (6) Vendor shall be located within 1/2 hour drive of Port Angeles, Washington. The reason for the close proximity to Port Angeles is to ensure that the Olympic National Park trail crew staff can make routine trips to the contractor ¿s land for attending to the mules, such as trimming feet, responding to reported illness or injury, and/or addressing any other problems the contractor has notified COR about, as well as ensure mules are being cared for in the manner described above with regards to food, water, and general welfare. PERIODS OF PERFORMANCE includes one base year and the option for exercising up to four option years, as listed below. Note that while the performance period for each year starts November 1st, this is an estimated date that the mules will be hauled to vendor's pasture. Actual date will be arranged with vendor immediately after award for the base year, and then for each option year exercised. Actual date mules are hauled may be within a few days before or after November 1st. Same is true for the end of the performance periods for when mules will be picked up and hauled back to the park. The actual date will be arranged with vendor, and may fall within a few days before or after March 31st. (a) Base Year: November 1, 2016 to March 31, 2017 (b) Option Year One: November 1, 2017 to March 31, 2018. (c) Option Year Two: November 1, 2018 to March 31, 2019 (d) Option Year Three: November 1, 2019 to March 31, 2020 (e) Option Year Four: November 1, 2020 to March 31, 2021 QUESTIONS REGARDING THIS SOLICITATION.
