Market Research Questionnaire (Business Names, Size, Comments, if any) TITLE: COMPREHENSIVE OVERSIGHT REVIEW AND TECHNICAL ASSISTANCE PROGRAMS (CORTAP) SERVICES. This sources sought notice is for INFORMATION, MARKET RESEARCH, AND PLANNING PURPOSES ONLY. (PLEASE SEE DISCLAIMER NOTICE BELOW). 1. FTA intends to procure professional and experienced CORTAP Services. The capability package for this sources sought (SS) market survey is not expected to be a proposal, but rather statements regarding the company's existing experience in relation to the areas specified below. This SS is for businesses under NAICS code 541611, Administrative Management and General Management Consulting Services, with a size standard of $15 million. There is no solicitation available at this time. It is anticipated that a formal solicitation will be issued in late February or early March 2017. The official release of the solicitation will be posted on FBO and will include all documents of the solicitation package. You are encouraged to submit a capability package. Capability packages must not exceed 10 pages and must be submitted electronically to FTA_CORTAP_Acquisition@dot.gov no later than 8 November 2016 @ 1:00PM EST. In addition, businesses are to fill in the information in the Attached Market Research Questionnaire. Businesses are to outline their expertise with FTA grant programs, federal requirements for public transit agency grant recipients, regulations applicable to public transit grant recipients, transit management and operations, as well as experience conducting the type of work listed in the key program tasks under the 2.B. Relevant Firm Experience section below. FTA's comprehensive oversight reviews take a broad look at grantee management practices as well as compliance with program and administrative requirements across a broad spectrum of topic areas in accordance with 49 U.S.C. Chapter 53. In addition to helping evaluate grantees, these reviews aid FTA in reporting to the Secretary, Congress, other oversight agencies and the transit community on FTA programs. Through the comprehensive oversight reviews, FTA will continue to conduct reviews of grantees receiving 5309, 5310, and 5311 funds (currently known as the State Management Reviews) and the congressionally mandated Triennial Review of grantees receiving Section 5307 funds. These comprehensive reviews allow FTA to meet its statutory obligation to review and evaluate grantees by looking at compliance across a variety of topic areas including financial management and capacity, technical capacity, maintenance, procurement and civil rights. At its discretion, FTA may conduct comprehensive oversight reviews of any recipient of Chapter 53 funds. 2. Capability Statements. Your capability statements must address the following elements: A. Staff qualifications: Provide a statement on your firm's ability to provide experienced qualified personnel for the competency areas outlined below. Please include staff titles, years of experience, and examples of directly-relevant experience. • Project Management • Federal regulations and significant guidance covering FTA funding programs • Transit-specific subject matter expertise in:  Financial management and capacity  Technical capacity  Procurement  Maintenance  Americans with Disabilities (ADA) Act of 1990  Title VI of the Civil Rights Act of 1964 (Title VI)  Title VII of the Civil Rights Act of 1964 - Equal Employment Opportunity (EEO)  DOT's Disadvantaged Business Enterprise (DBE) program  Public Transit Safety (and Safety Management Systems, as utilized by FAA and FTA) B. Relevant Firm Experience: Provide examples and a narrative of relevant experience that demonstrates a comprehensive understanding of transit agency operations, organization, and governance; as well as demonstrates your firm's ability to conduct any of the following key program tasks. Businesses are encouraged, but not required, to provide relevant experience on more than one key task. Key Tasks: • Reviews: Assessing grantee compliance through comprehensive management reviews, which include Grantee Information Request preparation and review, scoping meetings, site visits, enhanced review modules where needed, and preparation of draft and final reports. • Corrective Action Support: Support for FTA regional office in reviewing and assessing documentation submitted by grantees to resolve and close corrective actions and findings. • Compliance-related Technical Assistance: Providing personalized support to FTA grantees to assist with developing compliant policies & procedures, reviewing grantee-developed materials, providing compliance-related training, or other tasks designed to promote compliance and build capacity at FTA grantees. • Compliance training: Developing a delivering a broad spectrum of compliance related trainings ranging from instructions on review preparation to guidance changes and specific compliance topics. These trainings make take any number of different formats including, but not limited to: webinars, recorded presentation, case study video, fact sheets, one-pages, or synthesis papers. • Training workshops: Conducting numerous, interactive grantee compliance workshops focusing on teaching grantees about FTA rules, regulations and expectations for compliance. C. Past Performance Information Within the past 3 years, has your firm provided similar services to those identified above in para. B? Note2: Based on its market research efforts and acquisition strategy, the Government may award multiple Indefinite-Delivery-Indefinite Quantity (IDIQ) contracts for a five year period of performance commencing on or before August 1, 2017.
