- Announcement Number: D17PS00016 Title: Smart Benefits-Transportation Subsidy NAICS: 485111 Agency Contact Information: U.S. Department of the Interior Acquisition Services Directorate, Interior Business Center 381 Elden Street, Suite 4000 Herndon, VA 20170 Place of Performance: Washington, DC The Government intends to negotiate, on a sole source basis, a firm –fixed-price (FFP) purchase order with the Washington Area Metropolitan Transit Authority. This non-competitive action is being issued by the Department of the Interior, Interior Business Center, Acquisition Services Directorate on behalf of the Advisory Council on Historic Preservation (ACHP) The Advisory Council on Historic Preservation (ACHP) is an independent federal agency that promotes the preservation, enhancement, and productive use of our nation's historic resources, and advises the President and Congress on national historic preservation policy. Smart Benefits with Washington Metro Area Transit authority offers ACHP staff access to public transportation in the Washington, DC metropolitan area. WMATA offers a convenient Web-based portal, SmartBenefits® that allows employers the ability to assign the dollar value of employee’s monthly commuting benefits directly to the employee’s SmarTrip cards. With SmartBenefits ®, the need to distribute paper vouchers to Metrorail, Metro bus, most regional bus systems, and van pool commuters is eliminated. This action is being processed in accordance with FAR 6.302-1, only one responsible source, and solicited in accordance with FAR 12.1, Simplified Acquisition Commercial Items. Washington Area Metro Transit Authority provides this benefit. No other organization is known to provide this service in the Washington, DC Metro area. However, interested parties may identify their interest and capabilities regarding this requirement by submitting a capabilities statement by the date specified herein. The period of performance for this effort will be one year, plus 4 one year option periods. The Government will consider all capabilities statements received by 12pm EST, October 21, 2016. Please be advised that it is the offeror’s responsibility to ensure the Government receives your submission on or before the specified due date. Submissions shall be sent electronically to Tonya Lovelace at tonya_lovelace@ibc.doi.gov This is not a request for competitive proposals. A determination by the Government not to compete this proposed action based upon responses to this announcement is solely within the discretion of the Government. Information received is solely for the purpose of determining whether to conduct a competitive acquisition. The Government reserves the right to issue a Request for Quote (RFQ) as a result of this announcement. Please be advised that this announcement may constitute the only notice that will be posted for this acquisition, based in the review of any responses to this notice.
