State: Virginia City: Arlington, Fairfax, Loudoun, and Prince William Counties and the incorporated cities and towns of Alexandria, Fairfax, Falls Church, Herndon, Vienna, or Manassas Delineated Area: Northern Virginia (Arlington, Fairfax, Loudoun, and Prince William Counties and the incorporated cities and towns of Alexandria, Fairfax, Falls Church, Herndon, Vienna, or Manassas) Minimum Sq. Ft. (ABOA): 400,664 Maximum Sq. Ft. (RSF): 501,000 Space Type: Office Parking Spaces (Total): A minimum of 2,873 must be available on or adjacent to the site Parking Spaces (Reserved): 4 (Reserved) Full Term: 15 years Firm Term: 15 Years Option Term: 10 Years Additional Requirements: (See below) The Government is seeking expressions of interest from sources of office and related space for up to 501,000 rentable square feet of space, which shall yield a minimum of 400,664 ANSI/BOMA Office Area (“ABOA”) square feet of office and related space in one or two adjacent buildings that are controlled by the same ownership. A. Location : Offered buildings must be located within 2,640 walkable linear feet from a Metrorail station or must provide shuttle services to the nearest Metrorail station. A minimum of 2,873 parking spaces must be available on or adjacent to the site for the use of government employees. B. Special Space Requirements: 1. Wet Lab : This location will house a wet lab of approximately 13,770 ABOA SF that will require a separate ventilation system and must meet specific vibration level standards. 2. Fiber optic cabling : A minimum of two (2) fully redundant fiber optic cabling pathways with the capacity to provide at least 10 gigabytes each, must be available at the offered building(s) and capable of being connected to the Government’s IT/Telecom infrastructure. 3. Security: Offered building(s) must have the ability to accommodate ISC Level IV requirements, as determined by the Government at its sole discretion. 4. Emergency Generator : Offered building(s) must provide adequate space to accommodate an emergency generator system. 5. High Occupancy Density : The tenant requires a high density occupancy of 124 ABOA SF per person, all-in. Offerors shall be responsible at their sole cost and expense for ensuring that the offered base building(s) will meet applicable building codes based on such high density occupancy. 6. All usable space must be located above grade. Typical building floor plate size must be between 25,000 RSF and 50,000 RSF, with column spacing that is predominately 25-feet on center or greater. Finished ceiling height throughout the building must be a minimum of 8-feet, 6-inches. Additional details on the above special requirements will be provided with the solicitation package. Offered space must meet Federal Government, State, and local jurisdiction requirements for fire protection and life safety, handicapped accessibility in accordance with ABAAS guidelines, seismic, energy efficiency and sustainability standards per the terms of the Lease. Offered space shall not be in the 500-year flood plain. Submission by anyone other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the Offeror is representing more than one property, the Offeror is hereby notified that they may only participate in negotiations on behalf of one owner. Expressions of Interest should include the following: 1) Building name, address, and age; 2) Contact information and e-mail address of Lessor’s Representative; 3) BOMA rentable & ABOA SF available and location of space within the building (identifying the specific floors and square footage on each, with Common Area Factor) and its condition (shell, or built-out, and if so for whom); 4) Asking rate per ABOA SF on a full service basis, including a GSA warm lit shell, a tenant improvement allowance of $80.00 per ABOA SF, and a Building Security Amortized Capital (BSAC) allowance of $35.00 per ABOA SF included in this rate; 5) A description of additional tenant concessions offered, if any; 6) Number of parking spaces or parking ratio available on and adjacent to the site; 7) Evidence that the offered space can be delivered with tenant improvements no later than October 31, 2020 (including satisfactory evidence of zoning, development density, site and project planning approval status, and site infrastructure). 8) Evidence that the offered space will meet any other specific requirements identified herein.
