Request for Proposal (Solicitation) October 13, 2016 Subject: NEA Request for Proposal (RFP) 16-15 Diversity Research & Analysis Dear Prospective Offeror: The National Endowment for the Arts (NEA) invites contractors to submit proposals for the services described in the attached statement of work and request for proposal (RFP). Enclosed you will find a statement of work/solicitation seeking proposals to provide research/analysis services in the form of a broad field study on the subject of diversity in the arts to the National Endowment for the Arts (NEA). SET-ASIDE: This acquisition is a 100% small business (SB) set-side in accordance with FAR 6.203. Only small businesses eligible under the SB program will be eligible for award. Offers received from vendors that are not small business concerns shall be considered nonresponsive and will be rejected. IMPORTANT : Vendors considering submitting a proposal for this RFP are requested to make the Contracting Officer aware of their interest in writing (to chaudhryu@arts.gov) as soon as possible. It is possible that the small business set-aside will be dissolved and instead this RFP will be competed under full and open competition based on demonstrated interest (at agency discretion). Vendors must include the following information when indicating their interest: 1) DUNS #, 2) small business status or otherwise and 3) website or other limited literature/material to indicate capability to competitively provide the services requested in this RFP. Vendors are requested to submit this information by 5:00 PM EST, 17 October 2016. Notes: 1.Please read all sections of this RFP, including (but not limited to): a.Section C (description of work); b.Section F (deliverables schedule); c.Section L (important guidance/requirements regarding proposal submissions and the agency budget, etc.); and d.Section M (evaluation criteria). 2.This RFP in no way obligates the Government to award a contract, nor does it commit the Government to pay any costs incurred in preparing and submitting your proposal. QUESTIONS DEADLINE : Questions concerning this proposal must be submitted only via email to chaudhryu@arts.gov by 5:00 PM EST, 19 October 2016.
