Description

The U.S. Department of Veterans Affairs Seeks Expressions of Interest for a Construction Design-Build Contract for the Phase 2 expansion of the South Florida National Cemetery in Lake Worth, Florida. Notice: This is not a solicitation for offers, nor is it a request for proposals. The Government will not pay for any costs incurred as a result of this Notice. Respondents are advised that the Government assumes no responsibility to award a lease based upon responses to this advertisement. Description: VA seeks to expand the South Florida National Cemetery in Lake Worth, Florida, to accommodate approximately 21,750 gravesites on approximately 25 undeveloped acres, including pre-placed crypts, columbarium niches, and in ground cremains sites, memorial walls, roadways, utility systems, site furnishings and signage, landscaping, and irrigation. The project shall also include a new committal service shelter, security perimeter fencing; cleaning, dredging, and slope renovations to existing perimeter drainage canal; permanent walled cemetery main entrance feature with gated security entrance; public assembly area with main flag pole; demolition of existing building structures/utilities on the newly acquired adjacent 20 acre parcel; retrofit of existing buildings for compliance with sustainable buildings and renewable energy mandates and physical security/access control requirements; geographic information system (GIS) site integration; and update of the existing master plan to include the newly acquired 20-acre parcel. The approximate project duration will be 1,440 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) is 237990 (Other Heavy and Civil Engineering Construction) with the size standard of $36.5 Million. The South Florida National Cemetery expansion is planned as a Design-Build acquisition for award in FY17. The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design-Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development, and Construction Documents in addition to all construction, commissioning, and certifications where applicable. This sources sought notice is for market research purposes in accordance with Federal Acquisition. Service Disabled Veteran Owned Small Businesses and Veteran Owned Businesses are encouraged to respond. All firms responding to this Sources Sought notice are advised that their response to this notice is not a request that will be considered for contract award. Firms interested in submitting their capabilities for this project must include the following information in the cover letter/introduction: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status, and (3) Bonding capacity (from surety). Please limit responses to fifteen (15) pages. The Contractor capability statement shall include, but not be limited, to the following: 1) Design Build Experience: "Provide at least three (3) projects demonstrating previous experience performing master planning and design-build projects with a value of at least $10,000,000. 2) Corporate Experience: "Provide at least three (3) projects in the past five (5) years that demonstrate experience with National Cemetery design and construction experience. If no National Cemetery experience, provide at least three (3) projects with similar scopes of work including other cemeteries and/or large scale site development projects such as regional parks or golf courses that contains, at minimum, an administration building, maintenance building, public restrooms, roads, mass and fine grading, utilities, drainage and storm water management, landscape, and irrigation. 3) Capability to perform: "Provide a potential team composition for this type of project and the associated tasks and responsibilities for each team member. "Provide a list of current projects and how the potential team members intend to manage South Florida National Cemetery project. "Provide evidence of bonding capability up to the estimated range of $20M to $50M. Please submit capability packages via email to: Tammiko Newell, Contracting Officer at tammiko.newell@va.gov no later than 2:00 pm EDT on October 19, 2016, and in the subject line state "South Florida National Cemetery and [Company Name]. At this time, no solicitation exists; therefore, NO SOLICITATION PACKAGE is available. Industry Day CFM intends to conduct an Industry Day to reach out to potential contractors for this requirement. Industry Day is on Nov 2, 2016 from 1300-1500 in the Auditorium at Orlando VA Medical Center - Lake Nona, 13800 Veterans Way, Orlando, FL 32827. Industry Day attendance is not mandatory. This event will provide background and more specific information on the project. This Industry Day Forum will be used for market research to give CFM the opportunity to engage with contractors to determine overall interest in the project, experience with cemetery design-build construction, capacity to successfully accomplish the work, and small business participation.
