Presolicitation Notice Solicitation Number: MDA16SNRFI02 Agency: Other Defense Agencies Office: Missile Defense Agency Location: MDA-SNA Reference-Number: HQ0147-15-R0025, dated May 12, 2015 Product or Service Code: AC25, R&D- Defense System: Missile/Space Systems (Operational Systems Development) NAICS: 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Instrument Manufacturing DISTRIBUTION STATEMENT A. Approved for public release; distribution is unlimited. Approved for Public Release 16-MDA-8876 (30 September 16) a. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL (RFP). The Missile Defense Agency's Sensors Directorate (MDA/SN) has a Radar Research and Design (R&D) Development contract requirement and intends to issue a sole source solicitation to Raytheon Integrated Defense Systems (IDS), 225 Presidential Way, Woburn, MA, 01801-1060, to develop follow-on requirements for its X-Band Radars. These radars include the Army Navy Transportable Radar Surveillance (AN/TPY-2) and Sea-Based X-Band Radar (SBX). The requirements include X-Band Software and Hardware Maintenance and Development, current Radar Digital Signal Injection System Maintenance efforts, Warfighter support, Engineering Services, Cybersecurity, and Software Subject Matter Expert support to the Radar Test Contract (RTC) across all MDA Sensors Directorate Radars. MDA anticipates acquiring this acquisition through a single Indefinite Delivery/Indefinite Quantity (IDIQ) award with cost plus incentive fee (CPIF) and cost plus fixed fee (CPFF) CLINs for a base period of four years, and two one-year option periods (72 months through 31 October 2023). MDA also intends to incentivize the use of small businesses in order to enhance future small business capabilities to support this effort. The North American Industry Classification System (NAICS) code for this procurement is 334511. The proposed contract will be executed on a sole source basis to Raytheon IDS pursuant to the authority of FAR 6.302-1(a)(2)(ii), as the resulting contract is for highly specialized supplies and services where it is likely that award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition or unacceptable delays in fulfilling the Agency's requirements. Raytheon has been the X-Band Radar product developer for MDA and the Ballistic Missile Defense Organization (BMDO) for more than 20 years. A contract was awarded to Raytheon in September 1992, as a result of a full and open competition for the Strategic and Theater Demonstration/Validation of a Ground-Based Radar. In FY2000, Raytheon was awarded a subcontract under Lockheed Martin contract DASG60-00-C-0072 for the Engineering and Manufacturing Development of the Terminal High Altitude Area Defense (THAAD) X-Band Radar (AN/TPY-2). In April 2003, Raytheon was awarded a prime contract (HQ0006-03-C-0047) for the production and further development of the AN/TPY-2 radar. Under contracts HQ0006-01-C-0001 and follow-on contract HQ0147-09-C-0008 for the Ground-based Midcourse Defense (GMD) System, Raytheon was awarded subcontracts by the prime (Boeing) for the design and development of the X-Band Radar on the SBX Vessel. Under the current contract (HQ0147-12-D-0005, which expires on 31 October 2017) Raytheon is the prime contractor for the scope of work required. As the product developer of the MDA X-Band radars since 1992, Raytheon has unique technical expertise to meet the aforementioned agency requirements. b. Questions. This notice of intent is not a request for competitive proposals. MDA invites any other contractor that reasonably believes it can fulfill the requirements without incurring duplication of costs and experiencing delays to provide a capability statement electronically to Marie Agrinzoni, Procuring Contracting Officer, at marie.agrinzoni@mda.mil by 5:00pm Central Time, 15 days after publication.
