Description
This Pre-solicitation Notice is established to inform SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES of the following requirement: The G.V. (Sonny) Montgomery VA Medical Center (GVMVAMC), located in Jackson, MS, has a requirement titled "Replace Piping and Install Tank and Piping Leak Detection For Underground Storage Tank". The government's intent is to issue a solicitation to award a single contract. This acquisition will be solicited pursuant to the Veterans' First Public Law 109-461 as a 100% Service-Disabled Veteran-Owned Small Business Set-Aside (SDVOSB). Additionally, this acquisition will be awarded in accordance with FAR 14.408-1(a) to the responsible bidder whose bid, conforming to the Invitation for Bid, will be most advantageous to the Government, considering only price and the price-related factors. Please do not send questions regarding this announcement, as it is only a Pre-Solicitation Notice. Questions will be accepted only after the solicitation has been published. A Firm-Fixed Price construction contract award is anticipated. Contractor shall furnish all supervision, labor, material, tools, transportation and equipment to provide the replacement of piping and install tank and piping leak detection services associated with an active 15,000 gallon underground tank in conjunction with the Statement of Work (SOW). The location of work to be performed is the G.V. (Sonny) Montgomery VAMC, located at 1500 Woodrow Wilson Ave., Jackson MS 39216. The period of performance will be 90 calendar days from the Notice to Proceed. The anticipated solicitation is projected to post on or about November 12, 2016, on this website. Hard copies will not be mailed. The solicitation will be issued as an Invitation for Bid (IFB). INTERESTED PARTIES ARE STRONGLY ENCOURAGED TO REGISTER TO RECEIVE NOTIFICATION OF ACTIONS INCLUDING POSTING OF THE SOLICITATION AND ANY AMENDMENTS. ADDITIONALLY, BIDDERS ARE ADVISED TO CHECK THE SITE FREQUENTLY AS THEY ARE RESPONSIBLE FOR OBTAINING AMENDMENTS TO THE SOLICITATION NOTICE. The following is an abbreviated reference of Statement of Work and does not address the entire requirement: 1.The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to replace all piping associated with the 15,000 gallon underground fuel tank. a.Tank is considered a regulated underground storage tank by the U.S. EPA and the Mississippi Department of Environmental Quality (MDEQ). All work must be done in accordance with U.S. EPA and MDEQ Underground Storage Tank regulations. b.In addition to removing all old underground piping in active use, Contractor must remove ALL old piping associated with the Underground Storage Tank System including piping that is out of service or no longer functional. Contractor must also remove all electrical wiring, conduit, etc. that is no longer in service and provide for its proper disposal or off ­ site recycling. Removed items except impress current cathodic protection rectifier noted below CANNOT be reused on-site. Contractor must provide for proper disposal or off ­ site recycling of all removed piping, conduit, wiring, equipment, etc. in accordance with applicable U.S. EPA, MDEQ, and U.S. DOT regulations. c.Contractor is responsible for all notifications to MDEQ and other agencies that are necessary for replacing the piping including any costs associated with filing such notifications. d.Contractor is responsible for the proper reuse or disposal of fill material generated as result of removing and replacing the piping in accordance with current MDEQ protocols including any sampling required. Documentation of appropriate disposal or fitness for reuse must be provided if such documentation is required to be generated. A 60 day bid acceptance period will be required. A Bid bond must be submitted with the bid. Performance and Payment bonds will be required from the contractor receiving award. A pre-bid conference will be held at a date, time, and location to be provided in the solicitation announcement. The magnitude of construction is between $25,000 and $100,000. The North American Industrial Classification Standard (NAICS) code assigned to this construction project is 236220 with a small business size standard of $36.5 million. Bidders shall be registered at the Vendor Information Pages at www.vip.vetbiz.gov, in System for Award Management (SAM) database at www.sam.gov, and have completed online Representations and Certifications prior to the solicitation due date. Bidders shall be registered with the NAICS code 236220 assigned to this acquisition.
