- Description
- SOW Air Force Installation Contracting Agency (AFICA) 773/ESS on behalf of the Air Force Medical Support Agency, intends to negotiate a sole source Firm-Fixed Price Purchase Order for an Online Physician's Clinical Reference Database subscription that will be posted on the Air Force Medical Services (AFMS) Virtual Library. This service shall provide multiple, simultaneous access to the site via the internet/world wide web. This will include a finished product that answers clinical questions with a thorough, reasoned discussion of the medical literature and positively affects clinical decision making. The anticipated purchase order will be established in accordance with the format in FAR Subpart 13.1, as supplemented with additional information included in this notice. This acquisition will be awarded to UpToDate, Inc. (CAGE: 1RLC2). In accordance with authority: 10 U.S.C. 2304 (c) (1), as supplemented by FAR 6.302-1. This is not a request for competitive proposals and a request for proposal will not be posted to FBO. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide timely and effective services within fifteen (15) days of this publication. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. Market Research was conducted and only one source was found that could meet the requirements of the statement of work: UpToDate, Inc., 230 Third Ave, Waltham, MA 02451-7528. Ms. Barbara Liptak, AFICA/KP, Wright-Patterson AFB, OH, 45433, has been appointed as Ombudsman. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern.
