Description
The Fleet Logistics Center Norfolk, Philadelphia Office, intends to procure, on a full and open basis, services on behalf of the Commander, Naval Installations Command (CNIC) for the provision of Navy Commercial Access Control System (NCACS) services. NCACS is designed to enhance security at US Navy facilities, enclaves and installations, by providing a means to electronically authenticate and vet non-federal government personnel requiring installation access for official business. For this effort, CNIC requires contractor support for Commercial Credentialing Source (CCS) providers for the credentialing, vetting and validation of access control credentials being used to access Navy installations worldwide. The Government-owned NCACS integrated enterprise system requires the vetting of all NCACS program applicants as well as the ability to produce PIV-I compliant credentials that are capable of being electronically scanned, read, and validated via an automated connection to one or more authoritative databases that have been established to aid in the electronic validation of these types of credentials. These DoD-grade PIV-I high assurance credentials will interoperable with the DoD PKI system via ECA cross-certification with the FBCA and can be leveraged by the DoD Relying Parties, such as CNIC to validate access requirements for contractors and vendors entering Navy installations. External Certificate Authorities (ECA) approved for DoD-use ensure compliance with the DoD guidance and policy for access control. THE DESCRIPTIVE INFORMATION CONTAINED IN THIS SYNOPSIS REFLECTS CURRENT KNOWLEDGE AS OF THIS PRINTING. THESE FACTS MAY BE UPDATED OR REVISED IN THE ACTUAL REQUEST FOR PROPOSALS, WHEN ISSUED. In order to accomplish the tasks within the performance work statement (PWS), the CCS provider must: obtain and maintain an approved Information Assurance (IA) Authority to Operate (ATO) certification; obtain and maintain approved Privacy Impact Assessment (PIA); support communications between CSS IT system and the Defense Installation Access Control/Identity Management Enterprise Services Architecture (DIAC/IMESA) transfer capability of identity data from in the Joint Gatekeeper Services (JGS) format via the federal bridge; possess the ability to query the National Crime Information Center (NCIC) to conduct background checks prior to recommending to the Government representative issuance of CCS credential. This requires the CCS provider to receive Federal Bureau of Investigations “ Criminal Justice Information System (FBI-CJIS) authorization to conduct background checks from their facility and provide proper safeguards to protect NCIC data once received; possess the ability to produce PIV-I compliant access control credentials that allow both physical and logical access; and meet all physical security-contractor facility requirements for the handling of classified data, processing PII and Law Enforcement Sensitive (LES) and For Official Use Only (FOUO) on a routine basis. This requires the CCS provider demonstrate the ability to protect and store data to prevent compromise. Under this instant effort, CNIC will require the CCS provider to provide recommendation to the Government regarding the issuance of credentials, produce credentials that are FIPS-201-2 compliant to allow authentication/validation by Government-owned handheld scanners/card readers and issue approved identity credentials under its approved system to individuals, firms, associations, organizations, entities, contractors or vendors that desire US Navy acceptance of their FIPS 201-2 aligned Personal Identity Verification Interoperable (PIV-I) credentials for access to all facilities, enclaves and/or installations at CNIC Ashore Regions. These regions comprise approximately 280 separate entry control points (ECPs) and facilities that will require support under this contract. After thorough market research, including a sources sought, the KO has determined that full and open competition is the most appropriate method. The small business office concurs with the set aside determination. It is intended that this procurement will be processed in accordance with FAR 15 (Contracting by Negotiation) and FAR Part 12 (Commercial Items) will apply. A Firm Fixed Price (FFP) non-personal services contract is anticipated that will consist of a one year base period and four, one year option periods. The anticipated period of performance is 01 October 2017 through 30 September 2018, with four(4) one-year option periods, continuing performance through 30 September 2022, if exercised. The options will be exercised in accordance with FAR 52.217-9. In addition, the solicitation will include FAR 52.217-8, which if exercised, can extend performance through 31 March 2023. The solicitation, N00189-17-R-Z005, is anticipated to be released around 23 November 2016 and will be made available electronically upon its release to NECO, www.neco.navy.mil.
