Description

1. Introduction/Purpose This market survey is issued to identify sources that may provide AS-350 Systems Familiarization Training for Flight Standards Airworthiness Inspectors employed by the Federal Aviation Administration (FAA). This requirement facilitates FAA formal training with agency level course numbers that will be officially recorded in the employee ™s personnel records. The training requirements are defined by the FAA Performance Work Statement (see attachment). FAA estimates training for 10 Inspectors/students in the base year and 5 Inspector/Students for each option year (estimated). FAA employees may be scheduled into classes with non-FAA customers. It is expected that the period of performance for this requirement will be established by contract beginning in November 2016 thru 2019 (includes 2 one year option periods) with a pricing arrangement on a per student basis. 2. Incumbent Contractor Contract DTFAAC-13-D-00020 was awarded Feb. 2013 for these services thru 2015. The recipient of this contract was ERA Training center, 960 Lincoln Road, Lake Charles, LA 70605. 3. Nature of Competition The acquisition strategy for the procurement has not been determined at this time. The strategy will be determined based upon market information and the responses to this market survey. 4. This is not a Screening Information Request or Request for Proposals of any kind nor is the FAA seeking or accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and any costs associated with the market survey submittal is solely at the interested vendor ™s expense. 5. North American Industry Classification System (NAICS) Code for this procurement is 611512 Flight Training. The small business size standard as defined by the Small Business Administration is: ofor NAICS codes based on annual receipts, the annual average receipts for the last three fiscal years cannot exceed $27.5 M. ofor NAICS codes based on the number of employees, the average number of employees over the last twelve-month period cannot exceed 750 employees. 6. Submittal Requirements for Market Survey: In response to this Markey Survey please validate your capability to meet the Performance Work Statement (PWS) requirements. Please limit your responses to 15 pages. The submittal must include: A.A training syllabus for Systems Familiarization training in sufficient detail to determine compliance with the PWS qualification requirements (specified in PWS F.5) B.A description of the training aids and facilities in sufficient detail to determine compliance with the PWS. Proposed training hours Proposed number of training days expected to be required to complete all training and testing for each course. Access to an Aircraft, Simulator, or training Device to be utilized in the instruction of the course. C.The completed Business Declaration 7.
