- Draft solicitation Justification for other than full and open competition The U.S. Department of Agriculture Animal and Plant Inspection Service (USDA APHIS) intends to issue a noncompetitive indefinite-delivery indefinite-quantity (IDIQ) contract to Mesa Laboratories Inc., 12100 W. 6th Avenue, Lakewood, CO 80228-1252 for servicing Micropack III (MPIII) Temperature Data logger equipment. This equipment is used by the USDA APHIS Plant Protection and Quarantine (PPQ) Program to certify Vapor Heat/Forced Hot Air treatment chambers. Mesa Laboratories, Inc. is the manufacturer and distributer of this equipment. Services will include the following: 1) Recalibration of single channel MPIII Temperature Data logger. The contractor shall perform a complete 17-point calibration on loggers. This calibration is NIST-traceable and is performed in an ISO17025 accredited laboratory. 2) Basic repairs and maintenance of logger body and its parts 3) Battery change/ replacement of each logger 4) Calibration Certificate 5) Service Report See attached Justification for other than full and open competition. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit capability information/quotations which shall be considered by the agency. Responses must be submitted by email to Lisa Draves at lisa.a.draves@aphis.usda.gov no later than October 31, 2016. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based on the responses to this notice is solely within the discretion of the Government.
