- Request for Information: The Contractor shall provide a wide range of mission-essential training and fielding support services for new and existing C4ISR systems, equipment, programs, ancillary operational requirements and IT Communication and CYBER technology systems. Contractor also must have Adequate Accounting System. The Contractor shall provide qualified trainers for instruction on the operations and maintenance of TSD supported systems, standard and non-standard systems and equipment. Non-standard equipment includes commercial-off-the-shelf (COTS) equipment. The contractor shall also provide training support for government-off-the-shelf (GOTS) equipment. The contractor shall provide logistical support as required for personnel, equipment and facilities. Contractor personnel shall serve as primary instructors, assistant instructors, demonstrators and support personnel. The Contractor shall provide competent trainers for Certification Training & Testing for: CYBER, CompTIA, Microsoft, and CISCO commercial certification testing (VUE and Promoteric) in a MOBILE format including courses in support of DOD requirements to meet the requisites of Directive 8570.1 (the US Department of Defense (DoD) established Directive 8570.1: Information Assurance Training, Certification and Workforce Management. It requires that all DoD information assurance technicians and managers are trained and certified to effectively defend DoD information, information systems and information infrastructures.) The Contractor shall provide a mobile testing platform for student certification requirements. Contractor will provide data connectivity for mobile venues and fixed facilities in order to fully compliment and accomplish commercial certification training and testing including cyber network penetration testing IAW commercial industry standards and DoD 8570.1 network requirements. The Contractor shall provide competent trainers for New Equipment Training, Sustainment Training, Technical Insertion, SURGE and DELTA Training in a MOBILE format including courses in support of PEO Customer requirements to meet the requisites of fielding's and sustainment plans. The contractor may be required to conduct curriculum and equipment development in stages from conception to completion for various C4ISR programs. The subject matter expertise of the contractor is paramount. The Contractor shall provide a mobile training platform for student instruction requirements. Contractor will provide Fiber Optic training, including tactical fiber optic cable, (TFOCA) and provide a commercial industry standard certification capability approved by Electronics Technicians Association (ETA). The Contractor shall prepare and coordinate TPF activities including New Material Introductory Briefings (NMIB), and validation of unit Materiel Requirement Lists (MRL), prepare After Action Reports, and other action required for TPF. The contractor may be asked to provide competent trainers for Tactical Transmission for complete courses of instruction: The contractor may also provide Instructor-Writers to develop and instruct training for some Tactical Transmission. The contractor shall perform TPF functions IAW AR and DA Pam 700-142 with the gaining unit/organization for identified Tactical Transmission. The Contractor shall support the CECOM Regional Data University Training: The Government has established Data Universities to conduct training for military units on installations based on a fee for services program. The customer unit has provided facilities IAW their customer requirements. The Contractor shall provide complete training support to the Data University Training Program IAW the established program. The government shall establish new data university program agreements in locations TBD and the contractor shall be prepared to provide staff personnel based on the unit requirements and government negotiations. The contractor will be notified of government intentions and be provided 30 days to provide SME personnel within the government framework of Data University staffing IAW the unit customer requirements. The Contractor shall provide the functional services, personnel, and materials related to maintaining and sustaining training events on location. The current program consists of training facilities at Ft Campbell, KY, Ft Hood, TX, JBLM, WA, Ft Carson, CO, Ft Riley, KS, Ft Polk, LA, Ft Bliss, TX, Ft Bragg, NC, Ft Huachuca, AZ, Ft Shafter, HI, and Kuwait. The Government shall establish training events as required by the customer base and the contractor shall support at all worldwide locations as required. Incumbent contractor is Lockheed Martin Integrated Systems, Inc., contract # W15P7T-06-D-E405 Task Order 0060.
