- The U.S. Office of Personnel Management (OPM) is conducting market research on an upcoming requirement for services relating to the support of OPM's Planning and Policy Analysis (PPA) specifically for Health Claims Data Warehouse (HCDW) and doing Network Adequacy Measurement (NAM). PPA's Health Claims Data Warehouse (HCDW) is a central database from which OPM may analyze costs and utilization of services associated with the Federal Employees Health Benefits Program (FEHBP) and the Multi-State Plans Program (MSPP) to ensure the best value for both enrollees and taxpayers. In support of the HCDW, a task under the award would be to provide information technology (IT) support services to determine if an issuer has a reasonable number of facilities, providers, and pharmacies participating in its network. OPM refers to this analysis as "Network Adequacy Measurement" or NAM.i OPM is issuing this Request for Information (RFI) to obtain sources capable of satisfying the Government's requirements. The potential awardee must have qualified personnel that are SAS certified and must have past performance in the Health Care Profession and specifically building a Health claims Data warehouse which includes knowledge medical claims information. The North American Industry Classification System (NAICS) code for this acquisition is 541519. THE PURPOSE OF THIS NOTICE IS TO SATISFY THE REQUIREMENTS OF FAR SUBPART 5.2. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, all responsible parties interested in this procurement must submit a capability statement within 7 calendar days from the date of this notice. Submissions after that date will not be considered. Interested parties wishing to submit their questions, interest, and capabilities must do so in writing via email. Oral and facsimile requests for information will be considered non-responsive. Verification of receipt of electronic transmission is the sole responsibility of the contractor. A determination not to compete this action based upon responses received is in the sole discretion of the Government. All OPM contractors are required to register in the System Award Management (SAM) database prior to execution of award. If no competitive responses are received, an award will be made to Immix Technology, Inc. All interested parties must express their interest and capabilities in writing via e-mail to Charles P. Reilly III (Charles.reilly@opm.gov) within 7 calendar days of the published date of this notice.
