- Redacted J&A - Brand Name Justification Section L Attachment L-2 Price Evaluation Model Section L Attachment L-1 Past Performance Information Attachment J-5 ID of Commercial Data Attachment J-4 ID of Non-Commercial Data Attachment J-3 Offeror Commercial Warranty Attachment J-2 Unique Item Identification Attachment J-1 Near Coastal Patrol Vessel Specification Request for Proposal (RFP) N00024-17-R-2201 This solicitation is for the procurement of an estimated thirteen (13) Near Coastal Patrol Vessels (NCPVs) under an Indefinite Delivery/ Indefinite Quantity (IDIQ) Firm Fixed Price contract for US Navy's Foreign Military Sale (FMS) Customer(s)/Partner Nation(s) over the next five (5) years. Previous synopses for this requirement that were posted to FBO referenced N00024-16-R-2201. The NCPV will be built to commercial standards and practices using Government specified requirements focused on boat compatibility constraints. The acquisition approach will address Total Ownership Cost (TOC) emphasizing minimizing TOC while achieving performance, readiness and sustainability. The NCPV will be procured utilizing a competitive small business set aside in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. The Government intends to award to only one (1) responsible Offeror whose proposal represents the best value to the Government, price and other factors considered. Accordingly, award may be made to other than the lowest priced Offeror. The base year order is estimated to be two (2) NCPVs, with a minimum of one (1) NCPV, with an option of eleven (11) more NCPVs in the base year and subsequent options exercised over four (4) years. The exercise of options will be based on the needs of the Government and funding availability. The Government is not obligated to exercise options.
