- Sole Source Justification pursuant to FAR 13.5 The 30th Contracting Squadron, Vandenberg AFB, California, intends to award a sole source contract to RuralWest Western Rural Broadband, Inc., to furnish and maintain official bulk cable television on Vandenberg AFB. The applicable NAICS for this acquisition is 517110 with a business size standard of 1,500 employees. For the proposed contract action, the Government intends to award a sole source contract under the authority of FAR 13.5, Simplified Procedures for Certain Commercial Items, and 41 USC 1901 / 41 USC 1903. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. Any firm interested in the possibility of obtaining a future contract for providing cable television on Vandenberg AFB can contact the Contracting Officer to explore the process of requesting a franchise agreement for Vandenberg AFB. Firms who want to challenge the sole source must provide a rationale as to why they should be considered. Respond to the below point of contact referencing solicitation number FA4610-16-T-0009 by 9:00 AM PST, 28 October 2016. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The 30th Contracting Squadron will not reimburse for any costs connected with providing the capability information. In accordance with FAR 52.204-7, firms are required to be registered in the System for Award Management ( www.sam.gov ) and Wide-Area Workflow ( https://wawf.eb.mil ) prior to award of any contract or agreement. Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.
