Description
The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) plans to issue a Request for Proposal (RFP) for the Kennedy Infrastructure, Applications, and Communications (KIAC) acquisition. The products and services provided by KIAC include: a) Application Operations and Software Development b) Data Center Operations c) Voice, Imaging, and Data Communications d) Multimedia Support Services e) Documentation and Reproduction f) Research and Library Management The competition for this acquisition is limited to eligible 8(a) concerns. The North American Industrial Classification System (NAICS) Code and Size Standard are 541512, Computer Systems Design Services, and $27.5M, respectively. The Government does not intend to acquire a commercial item using FAR Part 12. The anticipated release date of the RFP is on or about October 31, 2016, with an anticipated proposal due date of December 13, 2016. All responsible 8(a) sources may submit a proposal which shall be considered by the agency. NFS 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. This synopsis is not a solicitation and the Government is not requesting proposals; this should not be construed as a commitment by the Government. The solicitation and any documents related to this procurement will be available on the Federal Business Opportunities (FedBizOpps) web page, www.fbo.gov. It is the offeror's responsibility to monitor the FedBizOpps web page for the release of the solicitation and amendments(s), if any. Prospective offerors will be responsible for downloading their own copy of the solicitation and amendment(s), if any. To access information regarding this acquisition online including the documents contained in the KIAC Bidder's Library, offerors should refer to the KIAC website at https://public.ksc.nasa.gov/KIAC. ******************************************************************* This notice is issued by the National Aeronautics and Space Administration's (NASA) Kennedy Space Center (KSC) for the posting of the Draft Request for Proposal (DRFP) for the Kennedy Infrastructure, Applications, and Communications (KIAC) contract. This notice is related to the Sources Sought Notice issued on March 31, 2016 (Reference Number NNK17ZOC001L), the Draft Performance Work Statement (PWS) issued on May 9, 2016 (Reference Number NNK17OZC001L), Special Notice issued on June 10, 2016 (Reference Number NNK17ZOC001), and Special Notice issued on June 23, 2016 (Reference Number NNK17ZOC001). In accordance with NASA Federal Acquisition Regulation (FAR) Supplement (NFS) 1852.219-18, Competition Limited to Eligible 8(a) Concerns, the competition for this acquisition is limited to eligible 8(a) concerns. The North American Industrial Classification (NAICS) Code is 541512 with a size standard of $27.5M. The Government does not intend to acquire a commercial item using FAR Part 12. The authority to make a single award contract containing an Indefinite Delivery Indefinite Quantity (IDIQ) mechanism is pending approval from NASA Headquarters in accordance with FAR 16.504(c)(1)(ii)(D)(1). Approval is required in order to make a single award. NFS 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html. Prospective offerors are strongly encouraged to submit comments. The submittal form for comments will be provided on the KIAC website at https://public.ksc.nasa.gov/KIAC. Prospective offerors are requested to submit comments no later than 3:00 p.m. local time on September 23, 2016, to permit the Government sufficient time for consideration. Comments should be submitted to KSC-KIAC-Info@mail.nasa.gov in the format provided, referencing "NNK17592924R Draft RFP Comments" in the subject line of the email. The Government will not respond to comments. Prospective offerors may also submit questions. The submittal form for questions will be provided on the KIAC website referenced above. Prospective offerors are requested to submit questions no later than 3:00 p.m. local time on September 23, 2016, to permit the Government sufficient time for consideration. Questions should be submitted to the email address above and in the format provided, referencing "NNK17592924R Draft RFP Questions" in the subject line of the email. Questions and the Government's responses will be posted to the Federal Business Opportunities (FedBizOpps) web page. Telephone comments or questions will not be accepted. Responses to the DRFP will have no bearing on subsequent evaluation of proposals submitted in response to the resulting final RFP. The use of questions and comments to finalize the structure of the RFP is at the discretion of the Government. Eligibility in participation in a future acquisition does not depend upon a response to this notice. The DRFP is not a solicitation and the Government is not requesting proposals. The DRFP is for planning and information purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for any information submitted. No solicitation exists; therefore, do not request a copy of the solicitation. Any subsequent RFP will be synopsized prior to its release and published on FedBizOpps. It is the offeror's responsibility to monitor FedBizOpps for the release of the RFP and any amendments. Prospective offerors will be responsible for downloading their own copy of the RFP and any amendments.
