This notice is issued for informational and planning purposes only and is not a request for proposal nor will any award be made as a result of this notice. Any information provided by interested parties to the Government is strictly voluntary. THIS IS NOT A REQUEST FOR PROPOSAL. The 325 CONS is interested in industry input regarding the documents posted with this notice that might need further clarification or seen as potential issues. Contact with other than 325 CONS personnel by potential offerors or their employees regarding this requirement is prohibited. E-mail all comments, questions, or concerns to Ms. Bobbie Davis, Contract Specialist, at bobbie.davis@us.af.mil, no later than 31 October 2016. Questions received and answered will be posted to FBO. A sources sought was previously posted on 14 March 2016 with a draft performance work statement (PWS) to determine if competition was viable from 8(a) vendors. Responses were received from thirteen 8(a) program participants. As a result, this requirement will be a competitive 8(a) set-aside. The NAICS code for this requirement is 561210 with the corresponding size standard of $38.5 million. This is a firm-fixed price commercial acquisition that will be conducted as a best value determination using past performance and price tradeoff. The requirement is to provide continued operational support and civil engineering services at Tyndall AFB, FL. The contractor shall be responsible for managing and providing training, effective and efficient life-cycle operations, maintenance and repair of facilities, infrastructure, real property, and accountable real property installed equipment at Tyndall AFB, FL, and any attached or related properties under the control of Tyndall AFB. This includes operations support, infrastructure systems, heavy repair, and facility systems activities. Broad examples of included activities are heating ventilation and air conditioning, plumbing and electrical maintenance and repair, fire suppression maintenance, airfield maintenance, work request management, minor construction, structural and roof maintenance. This activity also maintains and operates the base-wide CE customer interface. The contractor shall perform BOS services in accordance with the requirements and responsibilities in the PWS. The description above is a summary of the required services and is not intended to be all-inclusive.
