Description
AMENDMENT 8 to BAA RIK-14-12 The purpose of this Amendment to BAA RIK-14-12 is to make the following changes to: 1) SECTION I, "Funding Opportunity Description": Add a focus area for FY 17 entitled Cyber Defense Interface 2) SECTION IV, "Application and Submission Information", Sub-paragraph 1, "Submission Dates and Times: Add submission date for the new FY17 Focus Award CHANGE SUMMARY: a) SECTION I, "Funding Opportunity Description". The following Focus Area is added: SPECIFIC FOCUS AREA FOR 2017 Cyber Defense Interface: In a given scenario, multiple characterized defense techniques are available to protect a network, which is running a number of concurrent missions. This focus area is soliciting research concerning the implementation of an interface to understand current and potential defense configurations that balance the resource requirements and security requirements of ongoing missions. While the goal of the cyber defense configuration is to maximize cyber security while minimizing system and network resource impact, the interface needs to display where particular cyber defenses could exist on the network as well as display network traffic flows. The interface should have the ability to show whether certain network traffic is desired, i.e. matches the mission required network flows, or not expected, i.e. potentially hostile. It should also identify if mission-required network traffic is not currently identified on the network, which would indicate potentially misconfigured network defense(s). This research shall produce a capability that interprets data from a network of systems running within an already-developed framework that allows communication between systems. This framework has the capability to deploy a set of cyber defenses on each of the systems. Additionally, the product shall become the user interface for a cyber defense decision engine that provides multiple "best choice" solutions for a given network and mission. The interface shall provide a method of comparison between optional defense configurations as well as selection and implementation. Finally, the interface should allow modification of user preferences based on current security or mission priority. White papers for this topic are due by 1 DEC 16. Awards will range 12-18 months with dollar amounts up to $850,000. Multiple contracts may be awarded. b) SECTION IV, "Application and Submission Information", Sub-Paragraph 1/ SUBMISSION DATES AND TIME, is revised as follows: 1. SUBMISSION DATES AND TIMES: It is recommended that white papers be received by the following dates to maximize the possibility of award: FY14 - 29 Aug 2014 FY15 - 31 Jul 2015 FY16 - 29 Jul 2016 FY17 - 1 Dec 2016*/ 31 Jul 2017 FY18 - 31 Jul 2018 *SPECIFIC TO FY17 FOCUS AREA/ Cyber Defense Interface ONLY: White papers must be received by 1 Dec 2016 for this area. White papers will be accepted until 2 PM Eastern Time on 28 Sep 2018, but it is less likely that funding will be available in each respective fiscal year after the dates cited. This BAA will close on 28 Sep 2018. All offerors submitting white papers will be contacted by the technical POC, referenced in Section VII of this announcement. Offerors can email the technical POC for status of their white paper/proposal no earlier than 45 days after submission. No other changes have been made.
