- This is a Sources Sought Notice and is for INFORMATION PURPOSES ONLY. This IS NOT a REQUEST for PROPOSALS, QUOTATIONS, or BIDS. Responses to this request will not be returned. Not responding to this sources sought does not preclude participation in any future and potential solicitation. It is the intent of the Government to use this information for market research purposes only. The survey is being conducted to determine the interest of industry within NAICS codes 331511 and 336611, and establish that there are adequate Large and/or Small Business (HUBZONE 8(a) or Service Disabled Veteran Owned Small Business) contractors for providing dredge pipe quick connect couplings. The Government WILL NOT pay for the provision of any information, nor will it compensate any respondents for the development of any such information. If a formal solicitation is released, it will be via the Federal Business Opportunities (http:www.fbo.gov). The St. Louis, Vicksburg, Memphis and St. Paul Districts of the Corps of Engineers intends to procure dredge pipe quick connect couplings, including the quick connect coupling designs and casting patterns for the Dredges POTTER, JADWIN, HURLEY and GOETZ. The POTTER, JADWIN, HURLEY and GOETZ operate in the Mississippi River Navigation System. Please note that the Buy American Act will apply to this requirement. The Government is issuing this Request for Information (RFI) to identify resources available to provide the engineering/design, dredge pipe quick connect couplings and casting patterns. The quick connect couplings and patterns for each dredge shall be delivered to the following locations: - POTTER - Plant Maintenance Section, U.S. Army Corps of Engineers - St. Louis District at Foot of Arsenal Street, St. Louis, MO 63118 - JADWIN - Supply and Maintenance Branch, U.S. Army Corps of Engineers - Vicksburg District at 2449 Haining Road, Vicksburg, MS 39180 - HURLEY - Ensley Engineer Yare, U.S. Army Corps of Engineers - Memphis District at 2915 Riverport Road, Memphis, TN 38109 - GOETZ - Physical Support & Service Base, U.S. Army Corps of Engineers - St. Paul District at 431 North Shore Drive, Fountain City, WI 54629-0397. The Contractor shall provide all engineering, labor and materials required to engineer and design dredge pipe quick connect couplings for each dredge, and produce the casting patterns and dredge pipe quick connect couplings for each dredge. The specifications for the dredge pipe quick connect couplings are as followed: - The quick connect couplings are intended to provide a safe and efficient method for connecting and disconnecting the dredge discharge pipe sections. - All equipment shall be suitable for a Marine Environment and capable of withstanding the slurry material pipeline transportation. - Each quick connect coupling shall be designed to connect to each dredge's existing discharge piping flanges. - The quick connect couplings shall be of a straight coupling type and not have any tilting angle. - The dimensions for each dredge's discharge piping are as followed: • POTTER - Inner diameter - 32" - Steel Pipe • JADWIN - Inner diameter - 32" - Steel Pipe • HURLEY - Inner diameter - 33.78" and Outer diameter - 36" - HDPE Pipe • GOETZ - Inner diameter - 20.25" - Steel Pipe Actual quantities are unknown at the time of the sources sought. Actual quantities will be provided, via solicitation, if the Government chooses to procure these items. All interested business concerns for this requirement may submit the following: - Company name - DUNS number - Type of business concern (small business, large business, etc.) - Years in business - Statement of capability and qualifications of the organization to perform the requirement - List of similar projects worked on over the past 5 years and services provided on those projects. - Estimated cost. Assume a quantity of 1. ** EACH SUBMISSION SHOULD NOT EXCEED 5 PAGES TOTAL** Notice to potential contractors: All offerors who provide goods or services to the Federal Government must be registered in the System for Award Management (SAM) located on the website https://www.sam.gov. Award will only made to offerors that are registered as a small business under NAICS 331511. If your company is not registered as a small business under NAICS 331511, your company will NOT be considered for award. Additionally, all Services Disabled/Veterans Owned Business or Veterans Owned Small Business must be registered with the Department of Veterans Affairs Center of Veterans Enterprise Vet Biz Registry located at https://www.vip.vetbiz.gov. Responses should be submitted electronically via e-mail to justin.chung@usace.army.mil. All responses shall be received on or before 18 October 2016, 2:00 PM EDT.
