- Synopsis The Fleet Logistics Center (FLC) Norfolk Contracting Department, Philadelphia Office intends to solicit on a sole source basis from Northrop Grumman, the acquisition of Navigation Suite to support Electronic Chart Data Information System (ECDIS) with an Integrated Bridge System (IBS), the Voyage Management System (VMS) Software and associated radar equipment, satellite equipment, GPS, AIS, and Speed Log equipment for the Navy 676 Class Boats. The solicitation will be for a Base Period of 12 months from date of award (6 Boats) and an Option Period of 12 months from end of base period (6 Boats). This procurement is being processed through a sole source basis pursuant to the statutory authority of FAR 6.302-1 “ Only one responsible source and no other supplies or services will satisfy agency requirements. The Government announces the intent to contract Northrop Grumman for this requirement. Northrop Grumman is the only vendor to provide the U.S. Naval Academy the proprietary software mentioned above, therefore a sole source contract with the Northrop Grumman is in the best interest of the Government. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes. However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice.
