Description

Naval Air Systems Command intends to negotiate and award a sole source contract to Tactair, Liverpool, NY, for the redesign of 176 H-53E Engine Start Valve Solenoid kits in FY17 to include both new male and female connectors and connective wiring for three (3) engines. Tactair has been the designer, developer and provider of H-53 Engine Start Valves, and accordingly is the only known responsible source with the requisite knowledge, capability, experience, proprietary technical data, and special tooling necessary to fill the Government's requirements within the required timeframes herein. Tactair has an established supplier base and manufacturing processes which are critical for the quality production and time delivery of the Engine Start Valve Solenoids. The authority permitting other than full and open competition is Title 10, U.S. Code 2301(c)(1), as instructed by the Federal Acquisition Regulation Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
