- List of Blood Tests for U.S. NH Okinawa The Naval Medical Logistics Command (NMLC) intends to negotiate on a sole source basis with Bloodworks 921 Terry Ave Seattle, WA, 98104-1239 as the only responsible source that can provide service for primary, confirmatory and back-up testing for U.S. Naval Hospital Okinawa, Japan. The contractor shall provide back-up testing for US Pacific Command Armed Services Blood Bank Center (ASBBC) should their analyzers experience a malfunction and testing cannot be performed by the ASBBC. Back-up testing will be determined based on the individual needs of the ASBBC and shall consist of one or all of the tests identified in Table 1, as requested by the ASBBC. The contractor shall also provide confirmatory testing on an as-needed basis. Confirmatory testing will be determined based on the individual needs of the ASBBC and shall consist of one or all of the tests identified in Table 1, as requested by the ASBBC. The contractor shall also provide Zika Virus testing as described in "A Prospective Study to Evaluate the Specificity of the cobasR ZikaTest for use with the cobasR 6800/8800 System for Screening of Blood Donations for the Presence of Zika Virus RNA" (Protocol No. cX8-ZIKA-412). This will include the management of index specimens. The contractor testing facility shall be located within a geographical location to allow for maximum 72 hours or transit time for shipments of samples. Contractor shall also provide all boxes required for shipment of samples from the ASBBC to the testing facility. These shall be provided in sufficient numbers to meet requirements for 5 shipments per week. Test results for the requested tests shall be sent, via facsimile, to 011-81-98-971-9939 or via secure internet to an email address specified by USNH Okinawa. Test results must be received within 24 hours of receipt of the samples by the Bloodworks. There are no set-aside restrictions for this requirement. This notice of intent is not a request for competitive proposals. Parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same service. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
