Description
Justification for Other Than Full and Open Competition (JOFOC) prepared by NASA Marshall Space Flight Center (MSFC) in accordance with Federal Acquisition Regulation (FAR) Part 6.3, Other Than Full and Open Competition, and NASA FAR Supplement (NFS) Part 1806.3, Other Than Full and Open Competition with Al-Razaq Computing Services (ARCS) under Contract NNM11AA30C for a variety of acquisition and business support services to assist the Marshall Space Flight Center (MSFC), Michoud Assembly Facility (MAF), Agency Applications Office (AA0), National Space Science Technology Center (NSSTC) and other MSFC managed locations as required in fulfilling their missions. It is recommended that this action be accomplished by extending the Acquisition Business Support Services (ABSS) contract for a period of six (6) months through April 30, 2017. ABSS is a performance-based, Indefinite Delivery Indefinite Quantity (IDIQ) Firm-Fixed -Price (FFP) services contract. This action will allow for continuation and stability of these services. This extension will provide time for MSFC to complete the re-competition process for the follow-on ABSS contract. The continuation of effort must be completed with the same expertise and without disruption to support the mission. There are no other actions the Agency needs to take to remove or overcome barriers to competition, for the reasons above full and open competition is not feasible. Therefore, acquisition and business support services from ARCS is the only practical approach.
