- Project Description: The Honolulu District is considering a $40M Multiple Award Task Order Contract (MATOC) to Remove Hazards to Navigation (HtoN) Within the Honolulu District Area of Responsibility. The period of performance is expected to be a maximum of 5 years (base ordering period and 4 optional 1 year ordering periods). Interested contractors must have harbor/channel dredging/debris/obstruction removal experience. Project Scope: Dredging/removal of debris/obstructions to include but not limited to: large and small vessels, large cargo containers (40 ft), pier/dock machinery, vehicles, cranes, woody debris, buoys, channel markers, rocks/boulders, cargo, construction material, coal, sand, sediment, and other materials that may be transported via vessels or utilized along piers. Honolulu District Area of Responsibility: State of Hawaii - Oahu, Kauai, Maui and Island of Hawaii Guam Commonwealth of the Northern Mariana Islands - Saipan, Tinian, Rota American Samoa Only interested PRIME CONTRACTORS should submit a narrative demonstrating: (1) harbor/channel dredging/debris removal/obstructions experience, (2) capability to perform dredging/removal of debris/obstruction in the Honolulu District area of responsibility, (3) bonding capability for a single contract action and aggregate, and (4) if the firm is a small business contractor or a contractor that qualifies under a Small Business Program (i.e. 8(a), HUBZone, Service-disabled Veteran-owned Small Business, Women-owned Small Business). Also requested if the Jones Act, Merchant Marine Act, and/or any other legal acts/statutes will affect your ability to perform the work required within the Honolulu District area of responsibility. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. This is a market research tool being utilized to determine the availability of potential qualified contractors before determining the method of acquisition. Please note it is required that interested contractors be registered in System for Award Management (SAM). Please see www.SAM.gov for additional information. In addition, this sources sought is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered. Information shall be submitted electronically to Kent Tamai at kent.a.tamai@usace.army.mil by November 8, 2016, 4:00 p.m. Hawaii Standard Time.
