- SPECIAL NOTICE Alabama Outreach/Admissions and Career Transition Services The Department of Labor (DOL), Employment and Training Administration (ETA) intends to award a cost-reimbursement plus fixed fee Bridge Contract to a single source. The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 USC 254 (c)(1), as implemented by FAR 6.302-1, Only one Responsible Source and no other supplies or services will satisfy the agency requirements. The period of performance for this contract will be: Base Period:December 1, 2016 through November 31, 2017; Extension Period:December 1, 2017 through May 31, 2018; This contract will be awarded on or about November 17, 2016 to American Business Corporation (herein "ABC" location at 3616 Satilla Drive, Monroe, GA, 30656-6452) under a new contract. The contractor shall continue to provide Outreach and Admissions activities as required by this contract, which ensure that the Job Corps program maintains a positive public image, maintains a ready supply of eligible and committed applicants, and works in partnership with individuals, communities, organizations, employers and state and local workforce development systems. DOL intends to award this requirement as a sole source to American Business Corporation (ABC). Since the services are follow-on from a current contract award and awarding to another source would cause unacceptable delays/gaps in service during the time required to issue a new competitive contract. It is the government's intent to compete the services in the near future and award a new contract no later than July 31, 2017. The North American Industry Classification System (NAICS) code for this requirement is 561990 the size standard of $11.0 million. This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by November 2, 2016 that provides sufficient details for consideration by the government, via e-mail to: gunn.franklin.f@dol.gov. The determination not to compete the contract based on the response to this notice is solely within the discretion of the government.
