- DRAFT Performance Work Statement The National Ocean Atmospheric Administration (NOAA) Satellite Information Acquisition Division is seeking to obtain information from industry to assess capabilities to refresh all components of an existing end-to-end fully integrated ground system for reception and monitoring of Jason Satellite Telemetry, Commanding and Controlling of the Jason-2 and Jason-3 Satellites, processing Jason raw science data into Near Real-time (NRT) products, and distribution and archiving of Jason data to users within the United States and abroad. A draft description of the potential requirement is attached to this request for information, entitled "NOAA Jason Ground System Technical Refresh", Performance Work Statement v1.0 dated October 2016. This Request for Information (RFI) is issued to conduct market research and determine availability and technical capability of all sources in order for the Government to assess the services which may be required in the attached draft Performance Work Statement. This RFI allows potential contractors to submit a non-binding statement of interest, description of relevant capabilities, and suggestions that will allow the Government to refine its potential course of action. This RFI is intended to assess industry service capabilities and solicit feedback for acquisition planning purposes. Respondents are advised that NOAA is under no obligation to acknowledge receipt of information received, or provide feedback to respondents with respect to any information submitted under this RFI. Intent This RFI is issued solely for information purposes only - it does not constitute a Request For Proposal (RFP), or a promise to issue a RFP in the future. The RFI does not commit the Government to contract for any services. At this time, the Government is not seeking proposals and is not accepting unsolicited proposals. The Government will bear no costs associated with any interested party's responses to this RFI. Any information submitted to this RFI is strictly voluntary. Interested parties are responsible to monitor Federal Business Opportunities (FedBizOpps) website for any information pertaining to this proposed requirement. A Solicitation document, should one be issued, will be available online at http://www.fbo.gov. To be eligible for contract award, a firm must be registered in the System for Award Management (SAM). Register via the SAM website at http://www.sam.gov. Should the Government elect to issue an RFP, the planned release date is approximately 1st quarter of FY17. The Government is considering a 12-month base period and one 12-month option period. Submission Details All RFI responses must be submitted via email to Jay Parsick, Contract Specialist, at jay.parsick@noaa.gov, and Lori Smith, Contracting Officer, at lori.smith@noaa.gov by 1:00PM Eastern Time, on Monday, October 31, 2016. Please limit your RFI response to no more than 7 pages. Questions regarding this RFI shall be submitted in writing to the email addresses provided no later than 1:00PM Eastern Time, Friday, October 21, 2016. Questions will be answered by posting answers to FBO.gov. Responses must contain unclassified information only. Proprietary information is discouraged. Should responses contain proprietary information, it must be clearly marked. To aid the Government, please segregate proprietary information. Reponses must include your company name, mailing address, phone number, fax number, company website, CAGE code, DUNS number, and contact information for designated points of contact. Responses must identify your business type and any socioeconomic categories such as Small Business, Small Disadvantaged Business, Service Disabled-Veteran Owned Small Business, Woman-owned Small Business, Hub Zone Small Business, and/or 8(a) company. Respondents should also provide information regarding any plans to use joint venture (JV) or partnering to meet each of the requirements contained in the PWS. Please provide information on the responding firm's areas of expertise and those of any proposed JV/partner that would be combined to meet the specific requirements contained in this announcement. Please provide an indication whether your intent is to respond as a prime contractor or subcontractor. The anticipated North American Industry Classification System Code (NAICS) is 541519 Other Computer Related Services, with the corresponding size standard of $27.5M. The RFI is requesting responses to the following criteria only from all sources that can provide the services under this NAICS code. The Government will consider recommendations for alternative NAICS codes. If such a recommendation is provided, please provide your rationale for any code applicable to the planned acquisition other than the NAICS code identified above. RFI responses shall address the following questions: 1. Describe your firm‘s qualifications in replacement of Equipment and Software for the major functional components of NJGS referenced in the draft Performance Work Statement (PWS). 2. Describe your firm's experience in building, integrating, and deploying Satellite Command and Control, satellite telemetry data collection, processing, products generation and dissemination. 3. Describe your firm's experience in modifying, integrating, and maintaining hardware and software that handles the Consultative Committee for Space Data Systems (CCSDS) commanding protocols and telemetry processing or similar systems. 4. Describe your firm's experience in modifying, integrating, and maintaining existing software. 5. Describe your firm's experience in building systems with security controls as specified in the National Institute of Standards and Technology (NIST) publication 800-53 6. Describe your firm's experience advising program needs for types of hardware software investment.
