Description
This notice is a Request for Information (RFI) to obtain information to promote competition pursuant to Defense Federal Acquisition Regulation Supplement (DFARS) PGI 215.371-2. The US Army Contracting Command - New Jersey, Soldier Weapons Contracting Center (ACC-NJ-SW) on behalf of the Project Manager Crew Served Weapons (PM-SW) is seeking information regarding the recent competition for the Boresight Alignment Kit for the M153 Common Remotely Operated Weapon Station (CROWS) with the intent to promote competition for future Boresight Kit requirements. Solicitation W15QKN-16-R-0049 was issued as a 100% Small Business Set Aside with North American Industry Classification System (NAICS) Code 332994, to procure Boresight Kits (NSN 1005015717212) and spare parts for the M153 Common Remotely Operated Weapons System (CROWS). The intent was to award a single five (5) year, Indefinite Delivery/Indefinite Quantity (ID/IQ) contract with Firm Fixed Price (FFP) delivery orders, a minimum ordering obligation of 35 Kits plus First Article Test, and a maximum quantity of 8,000 kits to be procured. The requirement is to manufacture boresight kit components and package the components with two Government Furnished Equipment (GFE) components into a complete Boresight Alignment Kit for the M153 CROWS. The Boresight Kits are manufactured in accordance with Request for Proposal (RFP) requirements that include a Statement of Work (SOW) and Technical Data Package or drawings for each kit component. The contractor shall provide all necessary labor, material, supplies, services, facilities, and equipment to perform the requirements of the SOW and RFP. Satisfactory completion of First Article testing is required prior to production. A pre-solicitation synopsis (W15QKN-16-R-0049) was posted for more than six-months in the Federal Business Opportunities website (FedBizOpps). On June 13, 2016, a request for proposal (RFP), Solicitation Number W15QKN-16-R-0049 was posted in FedBizOpps with an initial response date of July 14, 2016 that was extended to July 21, 2016. Numerous inquiries from potential Offerors expressing interest in this requirement were received during the duration the RFP was posted, but only two (2) proposals were received when the solicitation closed and only one (1) proposal was found responsive. INFORMATION REQUEST: Vendor Questionnaire The purpose of the below questionnaire is to obtain information from industry to promote competition for future requirements. Firms/companies who believe they are capable of manufacturing the Boresight Kits are invited to complete the following: 1. Company Name 2. Company Address / Country Represented / Website 3. Company point of contact and phone number 4. Business Size (Small/Large & Number of Employees), CAGE Code and DUNS Number 5. The North American Industry Classification System (NAICS) code 6. Identify barriers to competition that could be mitigated to foster a more competitive environment for this procurement. 7. Specify any issues or limitations in Solicitation W15QKN-16-R-0049. 8. Identify the reasons why your company decided not to submit a proposal. Please check all that apply and provide further information. If a formal solicitation is generated at a later date, a solicitation notice will be published and more detailed technical requirements will be provided.
