Description
The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for pathology services to support various TBI research projects. VA is conducting market research and is seeking Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) to meet this requirement. This is not a solicitation; it is a sources-sought notice to determine if sufficient sources exist to warrant a set-aside of this requirement. All vendors providing pathology services are invited to submit a capabilities statement. SDVOSB or VOSB sources shall currently be VA Vendor Information Pages (VIP) verified or verified by the date of award which is anticipated to be early February, 2017. The VIP website is www.vip.vetbiz.gov. Sources believing they can provide the services and meet the verification requirements should email a capabilities statement to cheri.wicks@va.gov no later than November 1, 2016. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information. A 3-Year Indefinite Delivery, Indefinite Quantity contract is anticipated. PERFORMANCE WORK STATEMENT: A.GENERAL INFORMATION 1.Title of Project: Chronic Effects of Neurotrauma VA Traumatic Brain Injury Brain Tissue Repository 2.Scope of Work: The Chronic Effects of Neurotrauma Consortium (CENC) Brain Tissue Repository collects Central Nervous System (brain and spinal cord) tissue and relevant medical history from Veterans with a history of TBI across the US in order to provide high quality tissue annotated with relevant clinical data to qualified investigators. CENC staff will coordinate brain and spinal cord recoveries upon the enrollees' death with the Contractor. Contractor shall utilize their network of well-qualified providers to collect and ship the tissue. Donated organs are shipped via courier to our biorepository either in Boston or the Bedford VA. Due to the precious nature of these organs and the time sensitive nature of our shipping, the Contractor shall provide pathology services in all 50 states 24 hours a day, 7 days a week and 365 days a year. The Contractor shall provide these services and ensure payment to their providers. Contractor is NOT responsible for courier fees. The Contractor shall provide brain extraction and pathology services to CENC for the recovery of brain and spinal cord tissues from donors enrolled in the CENC VA TBI Brain Donation Registry. Specifically, the Contractor shall: "Travel nationwide to individual corpses to recover brain and spinal cord from deceased CENC donor registry members "Liaise with VA registry personnel to facilitate tissue donation "Identify and dispatch qualified individual to recover brain and spinal cord with the lowest reasonable post mortem interval to preservation "Provide appropriate supplies and equipment to facilitate tissue recovery, preservation, packaging and shipment to the designated VA biorepository "Recover, preserve, package and ship brain and spinal cord according to procedures agreed upon specifically for each case in collaboration with CENC personnel (shipping containers will be provided by the VA) "Ensure pathologists are paid in a timely manner 3.Performance Period: One-Year base with 2 possible option years. 4.Type of Contract: Firm Fixed Price Indefinite Delivery, Indefinite Quantity with Task Orders issued annually. 5.Place of Performance: 50 states.
